The government is conducting market research in accordance with (IAW) FAR 10.001 to determine whether industry possesses sources capable of performing the following requirement. In addition, the market research will be used to determine the practices and procedures of firms engaged in the type of services included in the Performance Work Statement (PWS).
REQUEST FOR INFORMATION: Contractor shall provide all labor, management, analysis, planning programming, administration, training, review, transportation and incidentals necessary for one-engine inoperative departure data in order to maximize aircraft operational weights while providing safe escape routings for specified USAF aircraft IAW this PWS. SDP data shall be delivered to the government via internet access, to include other avenues for direct-to-aircraft data delivery, for retrieval of data for a specified list of airports, runways, aircraft and engine type and takeoff flap settings in order to enhance the Air Force s ability to safely and effectively conduct operations from these airfields. Additionally, contractor shall provide airport qualification and familiarization data for specified worldwide airfields. Airport Qualification Program data shall be delivered to the government via internet access for retrieval of airport qualification and familiarization data allowing aircrew to review specified worldwide airports. The government may add new Mission Design Series (MDS) aircraft to this contract via task order. The task order will be submitted when the MDS SDP is operationally validated and approved by MAJCOM technical representative(s) and HQ AFFSA QAP.
CAPABILITIES PACKAGE: Interested parties capable of providing the described services are invited to submit a statement of capability and rough order of magnitude (ROM) by 3:00 PM CST, 18 July 2008, to Phyllis.Schmit@tinker.af.mil. Paper copy not required. Submission should be limited to 15 pages and should be pertinent and specific to the PWS. Please include the following: contractor s name, mailing address, telephone number, fax number, e-mail address, DUNS number, CAGE code, and business size (i.e. small, small disadvantaged, 8(a), woman-owned, veteran-owned, service disabled veteran-owned, or large business).
EXPERIENCE: Provide an outline of previous projects that contains a thorough discussion of the issues relating to the major technical services in the PWS. Include a summary of similar corporate experiences obtained within the last five years together with contract numbers and applicable government technical points of contact including telephone numbers. Relevant past performance consists of requirements of the same or similar size, scope, and complexity. Statements of capability must address how the contractor (and team members or sub-contractors) would perform all of the functions contained in the PWS.
