The U.S. Dept of Commerce, NOAA, intends to solicit and negotiate on a sole source basis a firm fixed price purchase order with General Dynamics SATCOM Technologies, 1219 Digital Drive, Richardson, Texas under the authority of FAR 6.302-1 for the following antenna system spare parts:
One (1) each Tracking receiver, Part Number 93-021-5010-01
One (1) each CCU Interface Board, Part Number 93-019-2150-01/C1773-01, One (1) each ACU Interface Board, Part number 93-019-2200-01/C11773-01, One (1) each REV B Status Board, Part Number 93-019-2360-01/C11773-01, One (1) each Interlock Board, Part Number 93-019-2230/C3783-01, to be shipped FOB Richardson, Texas. Parts will be delivered to Wallops CDA Station, 35663 Chincoteague Road, Wallops, VA 23337. In order to comply with the Debt Collection Improvement Act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Authority: 41 USC 253(c) (1). The FSC for this is 5895 and the NAICS code is 334290. Only one responsible source is known to satisfy this agency requirement for the GOES antenna systems at Wallops Command and Data Acquisition Station located in Wallops Island, Virginia. The antenna system, for which these parts are required, was designed and built by General Dynamics SATCOM Technologies. Wallops CDA Station provides critical environmental data to world-wide customers and it is imperative that all ground systems supporting the receiving and transmission of this data are fully functional twenty four hours per day, seven days per week. Interruption of the receiving or transmission of this data to NOAA Wallops customers could compromise the lives and safety of U.S. Citizens. The purchase of these parts from General Dynamics SATCOM Technologies will enable WCDAS to maintain the stock level of spare parts necessary to ensure the integrity of the GOES antenna systems and allow WCDAS to provide continuous flow of critical data to its customers. This is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All information must be received by 12pm, EST 07/16/2008. A determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
