SOLE SOURCE JUSTIFICATION:

The Polymer used in the laser engraving operation is a unique and proprietary material that has been produced in accordance with the manufacturer (KBA-GIORI) of the laser's specification. Any attempt to modify or change material used in this operation would result in less than satisfactory laser engraved images. Non approved polymere can cause damage to the equipment that would result in shutting down the engraving process and loss of production for the Bureau of Engraving and Printing.

The Bureau of Engraving & Printing (BEP) intends to place an order with KBA-Giori for 50 boxes, CTIP plate Size B (large panel) DIM: 936mm x 1058mm part number STK -3033/MPR-1620, 20 boxes, 20 transparent COBEX Co-polymer sheet 1 side polished/1 side matte size: 1270 x 660 x 0.75 mm part number STK-3019/MPR-1031. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and 13.106-1. The resulting purchase order shall not exceed the simplified purchase threshold. The procedures set forth in FAR Part 13.106 shall be used. See numbered note 22.
