This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-08-Q-3573. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. NUWC Division Newport intends to purchase on a Sole Source basis the following items from L3 Communications Maripro: 2 ea 111387 String Interface Chassis; 4 ea. 111370 Chassis Control Module; 4 ea. 111368 Optical Transmitter Module; 4 ea. 111366 Channel Output Module; 4 ea. 111383 Demodulator Module; 4 ea. 111385 Modulator Module; 4 ea. 111376 Switch Module; 4 ea. 111201 J Box; 4 ea. 111364 Optical Receiver Module; and 4 ea. 111719 Backplane Signal Module. Required delivery is by 30 Sept. 2008 with shipment in place as these are spares for the Shore Electronic Systems and will be shipped along with that system to the final destination. The basis for the sole source is that L3 Communications Maripro are the only known source for these items because these items are proprietary to the manufacturer and are to be used as spare parts for the Shore Electronic Systems, which have these parts integrated into the system. These parts have been customized to meet design requirements and performance specifications and have been fully tested. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important.
