USDA Forest Service is soliciting prospective contractors for Support Activities for Forestry and Fuels Modification for the San Bernardino, Cleveland, Angeles and Los Padres National Forests. Project work consists of: (a) fuels reduction / modification; (b) fuels removal with limited merchantability; (c) restoration / reforestation and (d) timber stand improvement. The Government anticipates making between 18 and 25 awards from this solicitation. Multiple awards resulting from this solicitation will be Fixed-Price, Indefinite Quantity / Indefinite Delivery, Performance-based, Commercial Item Service Master contracts. Both, the solicitation and all task orders will be issued on a Partial Small Business Set-aside basis. The NAICS code for this procurement is 115310, with a Small Business Size Standard of $6.0 Million. The Master contracts will be awarded for a two-year period ending on or about June 30, 2010. At least Six task orders shall be issued with the solicitation in order to evaluate best value and price reasonableness of offers. The task orders shall be awarded competitively to recipients of a Master contract. Offerors must submit prices for at least one task order to be considered for award of a Master contract but may submit prices for all task orders. Master contracts awarded to Large Business concerns shall be for a maximum amount of $4,000,000 and awards made to Small Business concerns shall be for a maximum of $1,500,000. Evaluation criteria for award includes: Relevant Experience, Past Performance, Small Business Subcontracting Plan and Price. Relevant Experience, Past Performance and Small Business Subcontracting Plan are approximately equal in importance to one another and when combined, are approximately equal in importance to price. Contracts will be awarded to the offeror presenting the best value to the Government based upon trade-offs between price and non-price factors. The Solicitation will be available ONLY at this internet site on April 29, 2008. Any Amendments to the Solicitation will be issued ONLY at this internet site. This solicitation will be issued as a Request for Proposal (RFP) under FAR Parts 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. Paper solicitations will not be issued. All responsible sources may submit an offer which will be considered by the Government. Offerors must be registered in the Contractor Central Registration (CCR) database in order to be eligible to submit a proposal. ORCA electronic annual FAR Representations and Certifications shall be completed at website http://orca.bpn.gov, FAR Provision 52.204-8 is included in the solicitation. All successful Offerors receiving a Master contract must maintain an email address capable of receiving task orders.
