The International Boundary and Water Commission (IBWC) is
hereby soliciting Request for Proposals (RFP) for the construction of the South
Bay International Wastewater Treatment Plant: Secondary Treatment. The
Government’s contract award is contingent upon Congress enacting
appropriations. The project involves construction of a 25 mgd secondary treatment
process at a 25 mgd wastewater treatment facility with only advanced primary
treatment. Work includes furnishing,
installing, testing and commissioning all equipment, labor, materials,
appurtenances, specialty items and services for a complete and operable
facility. Major project elements include
1) Deep
dynamic compaction of unimproved area
2) Engineered
fill placement, compaction and grading
3) Excavation
and structural fill
4) Aeration
basins
5) Secondary
clarifiers
6) Air
blower buildings
7) Return
and waste activated sludge pumping and skimming pump station facilities
8) Return
and waste activated sludge thickening (dissolved air flotation) facilities
9) Non
potable water pump station
10) Instrumentation
and control system
11) Yard piping
and site drainage
12) Non process
buildings – administration/lab control building; operations and maintenance
building
13) Emergency
power generation
The secondary plant will be constructed with concurrent
operation and maintenance of the existing 25 mgd South Bay International
Wastewater Treatment Plant by a contract operator.
The order of magnitude for the procurement is $50,000,000.00
to $150,000,000.00, and the effort shall be completed within (730) calendar days
after receipt of the notice to proceed. The NAICS Code and small business size
standard for this procurement are 237110 and $31.0 million, respectively.
This evaluation shall be placed using best value evaluation

Solicitation guidance and information is as follows:
· THE SOUTH
BAY WASTEWATER TREATMENT
PLANT DRAWINGS AND SPECIFICATIONS ARE POSTED ON A SECURE WEBSITE. IN ORDER TO
OBTAIN ACCESS TO THE WEBSITE, EACH CONTRACTOR SHALL COMPLETE AND SIGN THE
ATTACHED NON-DISCLOSURE STATEMENT AND FAX TO: Joshua Soto, Contracting Officer
at (915) 832-4192. The original shall be mailed to IBWC-Acquisitions, 4171 N.
Mesa, Ste C-100, El Paso TX 79902-1441.
The submittal shall also include Company contact information and an email
address where the information is to be transmitted.
· Upon receipt of the Non-disclosure statement,
the Contracting Officer shall forward the web-link and password. The Contractor
shall not distribute nor forward the information in accordance with the Non-disclosure statement.
· THE CONTRACTOR SHALL HAVE UNTIL AUGUST 1, 2008,
5:00 PM MOUNTAIN TIME TO DOWNLOAD THE SOLICITATION DRAWINGS AND SPECIFICATIONS.
AFTER THIS DEADLINE, WEBSITE ACCESS WILL BE RESTRICTED AND THE WEBSITE SHALL ONLY
BE AVAILABLE ON A LIMITED BASIS.
· The International Boundary and Water Commission
(IBWC) will be amend ing the current drawings and specifications as soon as possible
to alter the scope of the final project. Any reductions in scope will be
converted to options in the resulting contract. The revised drawings and
specifications will be posted as an amendment to this solicitation and IBWC
will extend the solicitation due date.
· The Government will provide a staging area and contractor
will provide for all temporary utilities.
· The Government will provide some earth material
for use on the project. The available material will be noted during
the site visit and future amendment.
· The Contractor is responsible for security of
the staging area and any material and/or equipment left on the Government
facility.
· The International Boundary and Water Commission
shall not solicit nor accept proposals for a portion(s) of the project.
· The International Boundary and Water Commission
shall not post a list of interested vendors.
· Any email correspondence submitted shall contain
the following format; “RFP Number, Topic, Company Name.” Example:
“IBM08Q0005-RFP-Company”
· The Contractor shall be responsible for creating
the package in the proper order.
· The firm
date for receipt of proposals is September 19, 2008, 5:00 pm Mountain Time.
· Offerors are urged and expected to inspect the
site where the work will be performed. An organized site visit will take place
on August 7, 2008, 9 am, Pacific Time.
All contractual and technical questions must be submitted in
writing to joshuasoto@ibwc.gov or by fax (915) 832-4192. Telephone questions
will not be accepted. The solicitation and any documents related to this
procurement will be available over the Internet. These documents will be in
Microsoft Office 2003 format and will reside on a World-Wide Web (WWW) server,
which may be accessed using a WWW browser application. Prospective offerors
shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor the Internet site for the release of the
solicitation and amendments (if any). Potential offerors will be responsible
for downloading their own copy of the solicitation and amendments (if any).
