SOUTH AFRICA PEPFAR PARTNER PERFORMANCE ASSESSMENT (SAPPPA)


The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate a cost reimbursement Indefinite Delivery Indefinite Quantity (IDIQ) Contract to support development of an assessment tool, which will be used to conduct an "on-site performance assessment" with the partners and sub-partners. The assessment tool will be developed in the initial phase of the contract and will include key questions for each approved program area and for partner administrative management. The tool will be consistent with South Africa Government (SAG) and United States Government (USG) President's Emergency Plan for AIDS Relief (PEPFAR) policy and shows the partner's ability to adhere to the project work plan. The tool must be consistent with already existing tools in the SAG, CDC, United States Agency for International Development (USAID), World Health Organization (WHO) and other international multi-lateral program assessments. The tool must be flexible to assess performance, but will also be used in response for request to do a "diagnostic partner review" or a "follow-up partner review". An on-site Performance Assessment will review the compliance with SAG law, regulation, policy and PEPFAR program expectations/requirements. A performance review will consist of a paper review and execution of the on-site assessment tool for each approved and funded program area requested by the Project Officer. A Diagnostic Review will include specific request to assess issues or problems that impede progress in one or all program areas as identified by the Agency through the Project Officer. The same assessment tools may be used as developed and described above. A Follow-up Review will be conducted to monitor progress on addressing the areas recommended for improvement or correction that were previously identified. The assessment tools should be specific to the follow-up required. The major tasks to be completed under this contract include: 1) Clinical - Assess the management and staffing, fiscal management, equipment, availability of Standard Operating Procedure (SOP), training, and supervision, adherence to South Africa Government, PEPFAR Technical Considerations and international policy, integration of services, referral and linkages to community and marketing according to the approved work plan funded under PEPFAR. 2) Prevention - Assess target population, prevention messages (including abstinence, be faithful and condom promotion), supply chain management, outreach to most at risk populations, community mobilization, educational materials, and evaluation of behavior, 3) Prevention of Mother To Child Transmission (PMTCT) - Assess SOP related to SAG PMTCT policy, linkage to antenatal services, strategy for follow-up on mother infant pairs, community linkages, linkage to on-going HIV and AIDS care, support and treatment, nutrition and food safety SOP and practice, infant diagnosis, feeding and follow-up on infant HIV. 4) Orphans and Vulnerable Children - Assess supervisory and support staffing, identification of catchment area, organizational involvement with Department of Social Development structures for coordinating activities aimed at children, hours of operation, infrastructure, focus of work including services provided and for whom, worker training, and the overall program intervention. 5) Human Capacity Development and Systems Strengthening - Assess staffing challenges, training plan, linkage to training network, efforts to support policy development, information system development, linkages with other donors and programs for sustainability.


6) Organizational Administration and Fiscal Management - Assess approved budget, staffing and approved work plan, current expenditure and draw-downs, review existing audit report, staffing plan, hiring progress, staff turnover rate, training and re-training. The CDC anticipates a period of performance from, September 30, 2008 to September 29, 2009, with four additional option years.

This is a combined synopsis/solicitation and the Request for Proposal/Statement of Work is attached to this announcement. The intention of this notice is to notify potential offerors that Solicitation No. 2008-N-10451 is available for download on the Federal Business Opportunities website at www.fedbizopps.gov on or before July 4, 2008. This is a full and open competition. Additionally, all amendments and responses to questions will be posted on the Federal Business Opportunities website. The Government reserves the right to cancel this solicitation, either before or after the closing date. All responsible sources must be registered in the Central Contracting Registration (CCR) website at www.ccr.gov. No telephone calls will be accepted.
