M12A1 Decontamination Apparatus

Terrain Decontamination Spray Bar Kit

SOURCES SOUGHT


1. The Edgewood Chemical Biological Center is conducting a market research to identify available technological solutions and approaches for a Terrain Decontamination Spray Bar Kit for the M12A1 Decontamination Apparatus and to obtain information on risk, capability, and price.

2. The M12 Decontamination Apparatus is the US Armys only fielded large area decontamination system. The system provides the capability of spraying decontaminating materials, fighting fires, de-icing, cleaning vehicles, pumping various fluids, and showering personnel. One of its missions is to perform terrain decontamination of large areas of terrain such as airfields, roadways, etc.

3. Previously, to perform terrain decontamination, the M12A1 was loaded onto the back of a 5-ton truck and a seat was mounted on top of each of the front fenders of the truck. Operators, sitting on these fender-mounted seats, sprayed the ground in front of and to the sides of the truck, as it was driven over the ground to be decontaminated. With the evolution of the US Army from the 5-ton series trucks to the Family of Medium Tactical Vehicles (FMTVs), this method is no longer possible. The FMTV has a snub-nosed design without any front fenders; therefore, the Army would like to switch to a spray bar system. Because the Army still has older 5-ton trucks in its inventory, this spray bar system would be need to be easily mounted to FMTVs or the M939 or M809 series of 5-ton trucks. The FMTV, M939, or M809, carrying an M12A1 Decontamination Apparatus with the Terrain Decontamination Spray Bar Kit installed, would then perform the terrain decontamination missions of the Army or other Services.


4. The M12A1 Terrain Decontamination Spray Bar Kit must meet the following requirements:

a. Be capable of being stored with the M12A1 on the FMTV, M939, or M809.
b. Mount to the FMTV, M939, or M809 with no modification to the vehicle if possible.
c. Attach to the M12A1 outlet without modification to the M12A1, FMTV, M939, or M809.
d. Be capable of spraying the following solutions:

1) Supertropical Bleach (STB) slurry.
2) Hot soapy water.

5. Proposed spray bar kits will be compared against the following criteria:

a. Ease of storage
b. Ease and location of attachment to truck
c. Ease of operation
d. Compatibility with decontamination solutions listed above in paragraph 4.d.
e. Width of decontamination path
f. Operating speed of FMTV, M939, or M809 during decontamination operations
g. Ease of maintenance
h. Reliability of system


6. This Sources Sought (SS) is issued solely for information purposes and does not constitute a solicitation or the issuance thereof. All information received in response to this SS that is marked proprietary will be handled accordingly. Responses to the SS will not be returned. Responses to this SS are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this SS. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit hard copies and/or electronic copies of documentation deemed appropriate to demonstrate the capabilities of their product to meet the Armys requirements. No telephonic responses will be considered.

7. Interested parties shall submit documentation and any supporting information about their proposed solution directly to phillip.spurgetis@us.army.mil.
