The General Services Administration (GSA) is seeking sources with current relevant qualifications, experience, personnel, and capability to perform as the CMc (Construction Manager as Constructor) for the construction of the new United States Courthouse located in San Diego, California. The Court's current facilities in San Diego do not meet their operational needs and requires additional space to accommodate their 10 year requirements through the year 2012. The new Federal Courthouse facility will sit on a 2.6 acre, downtown San Diego site, bounded by Broadway Street to the north and State Street to the west. Union Street will bound the project site to the east and E Street to the south, and both will be completely closed to vehicular traffic. The project design architect is Richard Meir & Partners Architects LLP, and their design and construction documents have been completed and distributed to GSA as of April 2008. The new facility encompasses approximately 467,000 gross square feet of space, which includes 98 non-public, underground parking spaces and is programmed to include 14 Courtrooms with an initial build out of 21 Chambers. The estimated construction cost range is estimated to be between $300 - $328 million.

GSA plans to issue a Best Value Request for Proposal (RFP) which will utilize source selection procedures in accordance with FAR Part 15. The selection procedure will employ tradeoffs where technical/management factors are significantly more important than price and price related factors. Following the issuance and evaluation of the RFP, GSA intends to award a Guaranteed Maximum Price (GMP) contract consisting of Pre-Construction Phase Services with an exercisable owner Option for the actual construction. The current GSA project schedule assumes a pre-construction phase award of October 2008 with a construction start of February 2009. The project construction duration is approximately 36 months with a year 2012 completion.

BY THIS POSTING, GSA WOULD LIKE TO BEGIN EARLY EXHANGES WITH INDUSTRY. Parties interested in meeting with the Contracting Officer (Shelita Harper) and Project Manager (Mario Ramirez) should request a meeting by EMAIL no later than COB June 13, 2008 at 4:00 PM. PRE-SOLICITATION NOTICE

Project Description: The General Services Administration (GSA) announces an opportunity for qualified Offerors to compete for the construction of the new San Diego Federal Courthouse located in San Diego, California. The project delivery method being used is the Modified Construction Manager as-Constructor (herein referred to as CMc). The Court's current facilities in San Diego do not meet their operational needs and requires additional space to accommodate their 10 year requirements through the year 2012. Delivery Method: Modified Construction Manager as Constructor (CMc)

Contracting Method: GSA intends to issue a Request for Proposal (RFP) utilizing "Best Value" source selection procedures pursuant to FAR Part 15. The selection procedure will employ tradeoffs where technical/management factors are significantly more important than price and price related factors. The RFP will ultimately result in an award of a Guaranteed Maximum Price (GMP) Contract. The base contract award will require the selected CMc to perform Pre-construction Phase Services in accordance with the scope of work spelled out in the RFP. In conjunction with the base contract there will be an exercisable owner's option for Construction Phase Services to complete the actual construction of the new courthouse. The GMP option price for Construction Phase services will be negotiated during the Pre-construction phase. The current GSA project schedule assumes a pre-construction phase award of November 2008 with a construction start of April 2009. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. Prior to exercising the construction option the selected offeror which does not qualify as Small Business Concern shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as a prime contractors or as members of joint ventures with other small businesses. Although this procurement is open to large businesses, small and minority firms are strongly encouraged to participate. Note; all contractors must be registered in the Central Contractor Registration (CCR) database and On-Line Representations & Certifications Application (ORCA). Firms interested in receiving the RFP should submit a letter of interest by FAX to FAX Number (415) 522-3316, Attention: Christopher Lee, Contracting Specialist or by e- mail to christopher.lee@gsa.gov, mail to: General Services Administration, Public Buildings Service (PBS), Property Development Division (9PCE), 450 Golden Gate Avenue, 3rd floor West, San Francisco, CA, 94102. The RFQ will be issued on or about July 29, 2008. Closing date and time is August 29, 2008 at 3:00 p.m. (Local San Francisco Time). The Pre-Proposal Conference will be held on August 7, 2008, at 1:30 p.m. at the following location; San Diego Federal Building,880 Front Street, 1st Floor Jury Assembly Room, San Diego, CA. NOTE : Cameras nor Cell Phones with Cameras are not allowed in Federal Buildings. Questions shall be received until August 14, 2008.

Due to heighten security requirements and concerns, requests for copies of the drawings will not be available for distribution to interested contractors during the release of the RFP phase. These documents however will be made available for review in designated, Government-controlled facilities by appointment only. Appointment logistics will be handled by GSA and it will be the sole responsibility of the contractor to request a viewing through the GSA point of contact. No copying or other duplications of any kind (i.e. photographs) will be allowed during these appointments. Requests for copies of the solicitation and all contract documents must be accompanied by a copy of a contractors license, business license, or photo identification.

The project drawings and specification documents will be available for review Monday through Friday, excluding Federal holidays, beginning July 30, 2008 and ending August 29, 2008. The names of each individual wishing to view the documents must be provided ahead of time to Contract Specialist, Christopher Lee at (415) 522- 2877 and will be required to show valid identification. A running log of viewers will be retained and turned over to any requesting law enforcement agency. The locations of the documents are indicated below;
