The Regional Contracting Office SW Region, Marine Corps Base, and Camp Pendleton, California is conducting a Request For Information (RFI) and Sources Sought Notice to determine the availability of contractors that are capable of fulfilling a requirement for Commercial Off The Shelf (COTS) equipment and services for ten audio visual training aid solutions. The location of the requirement is the Marine Corps Mountain Warfare Training Center (MWTC) Bridgeport, California. The mission of the Marine Corps Mountain Warfare Training Center (MWTC) Bridgeport, California is to conduct unit and individual training courses to prepare United States Marine Corps, Joint, and Allied Forces for operations in mountainous, high altitude and cold weather environments in support of United States Regional Combatant Commanders. The Government anticipates that a solicitation and subsequent contract will be issued for a one time Firm Fixed Price contract. The purpose of the contract is to provide the following audio visual support services at Marine Corps Mountain Warfare Training Center (MWTC) Bridgeport, California:
Audio-Visual requirements by building location.
a. B4048 Conference Room, Operations and Training (O&T):; Video Teleconference (VTC) Internet Protocol (IP) based system, Secret Internet Protocol Router Network (SiPR) cable, VTC (that can be used in both the O&T; and the Base Conference rooms of B4048.
b. B4048 Conference Room, Base: Smart Podium system with the minimal capability: Touch screen centralized control of all media sources and Audio Visual (AV) functions to include Digital Video Disc (DVD) playback/recorder with digital video recorder (DVR) minimum 200 gigabyte (GB) storage, ceiling mounted wireless remote controlled camera, videocassette recorder (VCR) playback, Integrated sound system controlled by touch-screen and customized for the specific room/location, built in microphone, wireless mouse/remote for personal computer (PC) and Smart Podium, ability to house both a desktop and/or laptop computer (computers will be provided by the Government), ability to control multiple media platforms (projector, flat screen liquid-crystal display (LCD) TV, ceiling mounted High-definition (HD) LCD Projector system, retractable ceiling mounted (electric motor operated) 4x8 foot projection screen 4X8 foot white board.
c. B2001 Conference Room, Supply: 42 LCD (capable of HD and AV/Computer feed) TV VTC system
d. B3015 Chapel: 42 LCD (capable of HD and AV/Computer feed) TV Smart Podium system (same as location in B4048).
e. B4044 Classroom 1: 42 LCD (capable of HD and AV/Computer feed) TV Smart Podium System
f. B4044 Classroom 2: This is a dividable classroom which requires 2 systems that must allow for a single system to be used when the divider is opened. 2 X 42 LCD (capable of HD and AV/Computer feed) TVs and 2 X Smart Podium systems or one with a remote capability for the second classroom.
g. B4044 Classroom 3: 42 LCD (capable of HD and AV/Computer feed) TV Smart Podium System Folding plastic tables and stack chairs to seat 44 students.
h. B4039 Quonset Hut: 42 LCD (capable of HD and AV/Computer feed) TV Smart Podium ISDN based VTC system (HD Multipoint Control Unit) with remote controlled camera.
i. B7042 Mountain Warfare Training Group Classroom Office Space: 42 LCD (capable of HD and AV/Computer feed) TV Smart Podium System
j. Three Portable Audio Visual (AV) roll-away outdoor AV Systems with the following: Fully-Rugged (waterproof) Tablet/laptop dual core processor PC with touch screen. Must have a minimum of 4 USB ports, DVD and minimum 80GB hard drive, integrated wireless fidelity (WiFi), Bluetooth and Infrared (IR) enabled. Ultra-Slim portable Projector, capable of PC free presentations (no computer required using only a Universal Serial Bus (USB) flash drive) and wireless connectivity for up to 4 laptops. Must be able to deliver 2500 American National Standards Institute (ANSI) lumens. Outdoor 12 foot freestanding projection screen (16:9) Outdoor public address (PA) system with wireless microphone. Waterproof ruggadized and padded storage containers for all items except the screen.
This requirement falls under North American Industry Classification System (NAICS) code 423430 Computer and Computer Peripheral Equipment and Software Merchant Wholesales and the small business size standard for this NAICS is 100 employees. The solicitation will require the Contractor to furnish and transport all labor, materials and equipment and perform all work necessary to complete the requirements described above. No final commitment has been made to procure the stated requirement and this Sources Sought Notice shall not be construed as a commitment or authorization to incur costs in anticipation of such procurement.
