The United States Department of Agriculture Grain Inspection Packers and Stockyards Administration, Technical Services Division (GIPSA) anticipates a sole source (name brand) procurement under the authority of FAR 6.302-1 for the following requirement: Udy Foss Tecator Soxtect system 2043 extraction unit. The manufacturer (Foss) has one North American distributor (Fischer Scientific), both large businesses, and we anticipate an award to either company.

The U.S. Department of Agriculture operates a laboratory in a privately-owned building: 10383 North Ambassador Drive, Kansas City Missouri 64153. The laboratory operates under the Grain Inspection, Packers and Stockyards Administration, Technical Services Division (GIPSA). The division is responsible for maintaining the reference methods for all official services provided by GIPSA to facilitate the marketing of grain. It is also responsible for developing and maintaining methods for accurately predicting the quality of grain and grain products moving through the U.S. marketplace. In order to provide the highest quality service needed to minimize variability in the testing methods, GIPSA has standardized its reference methods to specific methods and equipment. Only these specific methods/equipment can be used by the lab.

GIPSA s reference analyses labs for moisture, oil extraction, and protein are the basis of not only moisture, oil and protein analyses in the official system but of several additional tests that are performed. These labs must operate within GIPSA s standardization protocol and, to enhance this requirement and credibility, are ISO 9000 registered. For oil the approved methods require Foss Tecator Soxtec extraction units.

Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
