Naval Undersea Warfare Center (NUWC) Division Keyport intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Only one source will satisfy agency requirements [10 USC 2304(c) (1)]. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all responses received prior to the closing date of this combined synopsis/solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. This requirement is being issued as a combined synopsis/solicitation for commercial Items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation number for this requirement issued as a request for quotation (RFQ) N00253-08-T-0113 is attached to this announcement. Provisions and clauses in effect through Federal Acquisition Federal Circulars 2005-24 are included in the attached solicitation. The applicable NAICS code for this requirement is 334413 and has a size standard of 500 employees. The government prefers FOB Destination pricing to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures are listed in the attached solicitation, which is required to be completely filled out and returned before the solicitation closes. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation, but no later then June 18, 2008.
