Synopsis:

SEMICONDUCTOR TEST SYSTEM: The solicitation number is FA8601-08-T-0075. This is a SOLE SOURCE PROCUREMENT. The proposed contract is for the purchase of One (1) Keithley Instruments 4200-SCS Semiconductor Test System. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Keithley Instruments, Inc. of Cleveland, Ohio. Keithley Instruments is considered to be a sole source based on the fact that the specifications include but are not limited to a system capable of characterization of II-V compounds, capable of conducting fast, bulk conductivity measurements and has the ability to be reconfigurable and/or upgradable for flash memory testing as needs arise. This notice of intent is not a request for competitive quotations and solicitation documents are not available; however, any quotation received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
