Description
Security Layers for Use in Security Booklet

The United States Government Printing Office (GPO) is seeking a vendor to provide a system of security layers that will be part of a secure credential document.     This Request for Information (RFI) seeks information on the capabilities of security layer producers in the areas of security feature creation, design, necessary form factor creation, testing and adjustment for use with predetermined materials and timely delivery and service.

GPO is responsible for providing customer agencies with secure document systems.     The GPO will purchase annually two high security layers suitable for use in a secure booklet system.     The first layer shall be reverse laser imprintable and applied by heat sealing. Application may require that from 3 to 7 security layers be applied to separate booklet pages during a single pass through a booklet laminator. The second layer shall be affixed by a pressure sensitive adhesive over laser printing.     Both layers will be applied onto a wood-fiber based security paper that will be printed with standard security solvent sensitive inks.    

The GPO will purchase annually an amount necessary to meet our customer agencies needs.     The approximate quantity of laser imprintable heat seal security layers will be 650,000 and the quantity for the pressure sensitive security layers will be 20,000.

Due to the sensitive nature of this product the specific security features will not be listed in this RFI.     Some of the general security techniques and features that should be offered are controlled UV reactions, tamper evidence mechanisms, surface reflectance differences, solvent sensitivity, tactile features, photo realistic images invisible in daylight but viewable under UV light, photo chromic effects, and micro structural tags.

Keeping GPO?s goals in mind please outline how your organization would produce these products and suggest color laser printers and laminators that will work with provided security layers.     Production of these products may include several form factors such as multi-up sheets, single up sheets, tabbed products to allow for stitched in combined construction, and carriers that may be paper or polymer based.
