The Transportation Security Administration (TSA) intends to make a sole source award to Railinc Corporation, 7001 Weston Parkway, Suite 200, Cary, North Carolina, 27513-2125. The resultant award is contemplated to be a fixed price type contract. TSA requires a Security-Sensitive Materials (SSM) Location Reporting Tool in order to identify and locate, at any moment, the number and types of bulk rail shipments that contain SSM. Immediate access to accurate SSM shipment data is critical to TSA s ability to assess security risks to the freight rail network that are posed by SSM shipments. The SSM Location Reporting Tool will allow TSA to maintain situation awareness and provide appropriate responses during heightened alert levels.
The resultant award will be for the continued development, customization, and operation of FreightScope, which is a rail car location data management system that was developed and marketed by Railinc Corporation. FreightScope provides a Web-based, interactive dashboard of near-real-time rail shipment location information for North America. Users can quickly determine the last reported location of SSM shipments (those controlled by Shortline and Regional railroads). FreightScope quickly identifies SSM shipments for which no reports have been received during specified time periods. It also produces, by certain geographic regions, breakdowns of Shortline and Regional railroad controlled SSM shipments.
This is not a Request for Proposal (RFP). Interested parties that believe they are capable of meeting these requirements shall send a one-page capabilities statement to Kerry Toscano via email at kerry.toscano@dhs.gov with the subject line "Security-Sensitive Materials (SSM) Location Reporting Tool" no later than 4PM EST on 25 June 2008. All inquiries shall be submitted via email to Kerry Toscano by 25 June 2008.
