The Washington Headquarters Services/Acquisition & Procurement Office (WHS/A&PO),; intends to award a sole source contract to renew 400 user licenses and host the secure web-based collaboration portal, Cybercop, to the ESP Group, LLC (CAGE 1QMK9). Cybercop complies with DOD Instruction (DODI) 2000.16, DOD Antiterrorism Standards, October 2006, that requires PFPA to maintain an information sharing and retrieval system compatible with the federal, state, and local law enforcement and police agencies and organizations, and the intelligence community (IC) with whom PFPA must interact. The standard negates procuring non-compatible information sharing systems. The Cybercop collaboration portal provides for exchange of secure (sensitive but unclassified, SBU) information among related organizations.
