INVITATION TO BID

The Housing Authority of the City of Sacramento is soliciting bids and will receive sealed bids for Invitation to Bid (IFB) No. 2008044-LE for Section 32 Homeownership Plan Block S to remodel two (2) single family homes in preparation for sale through the Section 32 Homeownership Program at 7857 Detroit Boulevard & 3449 Gates Way, Sacramento, California. Possible subcontracting trades are Asbestos Abatement; Cabinet, Millwork & Finish Carpentry; Concrete; Construction Clean-up; Doors, Gates & Activating Devices; Drywall; Electrical (General); Fencing (Redwood); Flooring & Floor Covering; Framing & Rough Carpentry; Glazing; Hardware, Locks, & Safes; Insulation & Acoustical; Landscaping; Lathing & Plastering; Mold Abatement; Painting & Decorating; Plumbing; Roofing (Composition); Sheet Metal; Siding & Decking; Warm-Air Heating, Ventilation & Air Conditioning; and Window Coverings. The estimated bonding range is between $140,000.00 to $160,000.00.

Bids will be received at the Procurement Services Division, 320 Commerce Circle, Sacramento, California until 2:00 P.M. on July 14, 2008 at which time and place all bids received will be publicly opened and read aloud.

A deposit of $100.00 check or money order only is required for the first set of plans and any additional plans may be purchased through Signature Reprographics. Deposits will be refunded if plans are returned in good condition to Signature Reprographics no later than 3 weeks after bid opening. BID PACKAGES WILL NOT BE AVAILABLE UNTIL JUNE 23, 2008.

All interested licensed "B" General Building contractors should plan to attend the first Pre-Bid Conference scheduled for 10:00 A.M. on June 24, 2008, at the Maintenance Conference Room, 320 Commerce Circle, Sacramento, California with a site visit following the Pre-Bid Conference. A second Pre-Bid Conference is scheduled for 1:00 P.M. on July 2, 2008, at the Maintenance Conference Room, 320 Commerce Circle, Sacramento, California with a second site visit following the Pre-Bid Conference. Site visits will only be conducted immediately following each Pre-Bid Conference. All contractors are urged to attend one of the two the Pre-Bid Conferences including the site inspection. General contractors are encouraged to bring any subcontractors interested in visiting the site to the Pre-Bid Conference and site visit. Although attendance is not mandatory, contractors will be required to verify that they are aware of the existing site conditions.

This contract is subject to Federal labor standards, affirmative action requirements, Section 3 Requirements of the HUD Act of 1968, and Minority and Women Owned Business Enterprise standards. All bidders will be required to furnish and pay for a satisfactory Bid Bond in the amount of not less than 10% of the total bid price. The successful bidder will be required to furnish and pay for a satisfactory Performance Bond and Payment Bond in the amount of not less than 100% of the contract price. Pursuant to the California Public Contract Code Section 22300 the Contractor may request that the Agency substitute a security in the amount of the performance retention.

The Sacramento Housing and Redevelopment Agency reserves the right to reject any or all bids and waive any informalities in the bidding. The Agency is an Equal Opportunity Employment employer.
