This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 08-PGS-01 and is issued as a request for quotation (RFQ). This solicitation is unrestricted and the NAICS is 325413. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-23.



The USDA, Agricultural Research Service, intends to procure on a sole source basis assays that determine blood cytokine levels and other analytes using the Searchlight Array Chemiluminescent system. From Thermo Scientific, 35A Cabot Road, Woburn, MA 01801 under the authority of FAR 6.302 1. Only one responsible source and no other supplies or services will satisfy agency requirements







The Livestock Issues Research Unit has worked with Thermo Scientific/Pierce Endogen to develop assays that determine blood cytokine levels and other analytes using the Searchlight Array Chimiluminescent system. Thermo Scientific Searchlight Protein Array technology is a multiplexing sandwich-ELISA system based on chemiluminescent or fluorescent detection of analytes whose respective capture-antibodies are spotted in arrays within each well of a 96-well microplate. As many as 16 analytes (4X4 array in each well) can be measured per well, meaning that 16 cytokines or other biomarkers can be assayed simultaneously with each 50 ul sample. The custom assays are prepared so they are easy for the end user to follow and take as little as 3 hours to acquire data for over 6 analytes on 40 samples. The imagine equipment and software has been custom developed specifically for Searchlight Chemiluminescent Arrays and switching arrays would introduce variation into our laboratories methodologies, resulting in poor quality data and variation between studies.

The purchase is for the following reagents from Roche Applied Science:

Price to include delivery and shall be delivered to the USDA, Agricultural Research Service, Livestock Issues Research, 1604 E. FM 1294, Lubbock, TX 79403. Delivery will be on an as needed basis and the contractor will not deliver order in one complete shipment.



Each offeror shall include their proposed delivery schedule detailing the delivery time of each item after receipt of order for those items as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead detailing the unit pricing for the proposed items.
