Notice to Offerors

(Chapter 103D, Hawaii Revised Statutes)

REQUEST FOR PROPOSAL RFP No. PPMS-2008-01

Notice is hereby given that pursuant to Chapter 103D, Hawaii Revised Statutes ( HRS ), the Hawaii Housing Finance and Development Corporation ( HHFDC ), will be accepting sealed proposals for the provision of Property Management and Maintenance Services for Honokowai Kauhale, Lahaina, Hawaii.

The Request for Proposal may be picked up at the HHFDC s Private Property Management Section Office on Oahu located at 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 beginning September 5, 2008. Interested offerors must be licensed in the State of Hawaii to manage real property and have experience in managing affordable rental housing projects.

The HHFDC s Private Property Management Section Office will conduct a Pre-Proposal Conference from 10:30 a.m. Hawaii Standard Time (HST) and a site inspection to follow on Wednesday, September 17, 2008 at 3500 Lower Honoapiilani Highway, Lahaina, Hawaii 96761. All prospective offerors are strongly encouraged to attend.

Sealed proposals will be received at the HHFDC s Private Property Management Section Office at 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 until 4:00 p.m. HST, Wednesday October 1, 2008. E-mail and facsimile transmissions shall not be accepted. The official time shall be that which is recorded on the time stamp clock of the HHFDC for hand-delivered proposals. Deliveries by private mail services, such as Federal Express, shall be considered hand deliveries. All mail-in proposals delivered/postmarked by the United States Postal Service must be received no later than 4:00 p.m. HST, Wednesday, October 1, 2008.

The HHFDC reserves the right to reject any or all proposals and to accept the proposals in whole or part in the best interest of the State, in HHFDC s sole discretion. Questions relating to this solicitation shall be directed to Cynthia Okubo at (808) 587-0502.
