Synopsis:

Naval Undersea Warfare Center (NUWC) Division Keyport intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Only one source will satisfy agency requirements [10 USC 2304(c) (1)]. A firm fixed priced contract will be issued to Wartsila Defense, Inc for 15 Seal Assembly units NSN # 4320012559201. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all responses received prior to the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number for this requirement will be issued as a request for proposal (RFP) N00253-08-T-0228. Provisions and clauses in effect through Federal Acquisition Federal Circulars 2005-24 will be included in the solicitation. The applicable NAICS code for this requirement is 339991 and has a size standard of 500 employees.This requirement is FOB Destination with Inspection and Acceptance by the Government, to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures are listed in the attached solicitation, which is required to be completely filled out and returned before the solicitation closes. All questions regarding this solicitation should be submitted in writing after receipt of solicitation, no later then August 26, 2008 1:00 pm (PST).
