This is a Pre-Solicitation Notice. Anticipated release of the RFQ is on or around 25 February 2008. The 642 Combat Sustainment Group Contracting Office at Robins AFB, GA has a requirement for Scissor Lift Aircraft Maintenance Platforms. The Government intends to award a five year, firm fixed price, long term contract with option years. The basic quantity is for 3 each. The requirement also includes four option years with a quantity of 1-3 each. The Scissor Lift Aircraft Maintenance Platforms shall be manufactured in accordance with the Government Purchase Description. A First Article (FA) will be required from anyone that did not provide this item or similar items to the Air Force during the last 36 months, with test plan and test report to be performed by the contractor and approved by the government for NSN 1730-NCC640009.
This requirement includes the development of Technical Manuals and Instructional Media by the contractor and will require Government approval. The Technical Manual will include an Operations and Maintenance with IPB Commercial Off The Shelf (COTS) manual(s). The Instructional Media package will include exportable courses (i.e. DVD/VHS video, computer disk) that provide training on servicing, operational checks, theory of operation, adjustment procedures, troubleshooting and associated diagrams. The Scissor Lift Aircraft Maintenance Platforms are self propelled and transportable units that provide a means of allowing maintenance personnel access to multiple aircraft to complete a variety of maintenance tasks.

FAR Part 12 and 15 procedures will be utilized with a first article unit required. Offerors shall prepare their quotations in accordance with mandatory, explicit and detailed instruction contained in the RFQ. The Government will utilize a streamlined Performance Price Trade-off (S-PPT) source selection procedure and will evaluate quotations and make award in accordance with the Evaluation Basis for Award provision in the RFQ.

The RFP will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/ ). NO HARD COPIES WILL BE PROVIDED.

All questions regarding the RFQ and/or the data packages must be submitted in writing to Amy.Holder@robins.af.mil with copy to Salena.Arrington@robins.af.mil. NO TELEPHONIC QUESTIONS. All questions and answers will be uploaded to www.fedbizopps.gov. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal.

This notification should contain Company Name, Address, Point of Contact, CAGE, Size of Business pursuant to North American Industry Classification System (NAICS) 333924 (750 employees). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
