Centers for Disease Control and Prevention (CDC) anticipates releasing a solicitation to conduct scientific study of the risk of exposure to radiation in the environment. The National Center for Environmental Health (NCEH) of the U.S. Department of Health and Human Services requires services from potential offerors with experience in radiation risk analysis relating to cancer, other chronic diseases caused by radiation, or adverse reproductive outcomes. The contractor must have diverse skills in risk analysis, toxicology, health physics, environmental exposure assessment, and estimation of health risks from chemicals and radionuclides and be able to satisfy the data quality objectives consistent with the planning, performing and assessing dose or risk-based released criteria based on Multi- Agency Radiation Survey & Site Investigation Manual(MARSSIM) guidelines. The contractor will often be required to design and manage web pages or large databases and write computer programs. The contractor will require public communications skills for tasks such as writing newsletters and fact sheets, creating Web pages, preparing training material, and preparing multi-media public presentations. NCEH intends, within the limitations stated herein, to satisfy these requirements through the continued use of in-house scientific, technical and operational staff and through task orders under this contract.

The Government intends to set aside qualified small business firms under North American Industry Classification System (NAICS) Code 541711, employee standard 500. Firms should have the capability to perform scientific services for the study of the risk of exposure to radiation. Because the timing and size of task orders cannot be entirely predicted, the work load may fluctuate during the year. Therefore, CDC contemplates an IDIQ type contract with firm-fixed price task order with Base Year and four Option Years, not to exceed 60 months. The Request for Proposal will be available on or about September 29, 2008 and will be posted to www.fbo.gov. No telephone requests will be accepted.
