National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate on a FAR 13 basis and award a purchase order on a noncompetitive basis to Corporate Network Services , Inc., 20010 Fisher Ave., Suite E, Poolesville, MD 20837.

This is a notice of intent and not a request for a proposal. A solicitation document will not be issued and proposal will not be requested.

The contractor must be able to provide the following requirements for Construction of 11 data entry forms, including: 1) Must have 5 different shipping and collection forms with drop down menus for different viruses, Log in forms (recording material received/shipped), notification and confirmation of received and testing form, results form with drop down menus for 6 types of reports, fax form and or Fed Ex Form, results documentation sheet, 2) Must have Brady-LabXPert labeler be integrated into the program for accession (printing bar-code labels, scanning for logging and search), 3) Must have a separate file (attachments to the system) for scanned information to include: information on CLIA certification, protocols, instruments/certification, listing and results of MVGS numbers for reference, personnel scanned documents will linked with a record ID for query/report, 4) Must have query and report with program set up to be able to assemble and create data reports by: Accession number, date, type of sample, sex, age, diagnosis, drug disease, type of test results, 5) Must be FileMaker Pro 8 and above certified with office and programming support staff to provide instant support and consultation during the performance period of this contract, 6) The period of performance for this contract service shall be one base year plus one option year.

The Filemaker Pro-8 is the only software that has been proven by the NIH Clinical Center test labs to be able to interface with the Expert-Pro Bar-Code machine that NINDS has purchased to handle all sample labels.

The acquisition is being conducted under the simplified acquisition procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. The notice of intent is not a request for competitive proposals. A solicitation document will not be issued and proposals will not be requested. Interested parties may identify their interest and capabilities in response to this synopsis. The government intends to select the offer that represents the best value to the Government, price and all other factors considered. The determination by the Government not to proposed contract based upon response to this notice is solely with the discretion of the Government.
