Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Contracts Group, Webster Field Annex intends to issue a Request for Proposal (RFP) to pursue competitive fixed-price proposals for the placement of a single three-year Indefinite Delivery Indefinite Quantity contract for the procurement of commercial transit cased transportable tri-band satellite terminals and roof mounted Ku band pop-up satellite terminals.    The required satellite terminals must meet the following salient characteristics:   
1.              2.4 Meter dual band terminal (C & KU) that is tri-band capable and meets the
following minimum salient characteristics:         
a.              DISA Certified - Antenna must already be DISA certified.    The Government will NOT
sponsor DISA certification.
b.              G/T that is greater than or equal to 25dB/K for Ku and 18.5 dB/K for C.
c.              EIRP that is greater than or equal to 62.0 dBW for Ku and 55.0 dBW for C.         
d.              Transmit Gain (mid Band) that is greater than or equal to 48.5 dBi for Ku and
41.0 dBi for C.         
e.              Receive Gain (mid Band) that is greater than or equal to 47.0 dBi for Ku and
37.5 dBi for C.
f.              Tri-Band HPA output power rating capable of at least 270W for Ku and 290W for
C and 400W for X.
g.              Temperature sustainability of -20 to 50 degrees Celsius (operational) and -40 to 70
degrees Celsius (storage).
h.              Test Translator.
i.                Serial based satellite modem with Turbo coding, Viterbi and Sequential Encoding.
j.                TC1504 F/O Modem (TC Communications) mounted inside transit case,
connected to satellite modem serial input and ST fiber optic connectors on feed
through panel.
k.              Hardigg Transit Cases or equivalent required for pack-out of all components.
l.                Wind sustainability of minimum 45MPH (operational) and 60MPH (survivable).
m.            Weight not to exceed 1,350 lbs, including antenna, electronics and transit cases.
n.              Pack-out cubic size not to exceed 120 inches x 115 inches x 48 inches.
o.              Technical manuals.
2.              X-Band capability option for 2.4m Antenna.
3.              1.6 Meter (minimum) Ku-Band Roof-Mounted Antenna System that meets the following minimum salient characteristics:
a.              Clam-shell configuration (pop-up).
b.              Stowed height not to exceed 21 inches.
c.              G/T that is greater than or equal to 22dB/K.
d.              EIRP that is greater than or equal to 55dBW.
e.              Transmit Gain (mid Band) that is greater than or equal to 44.0 dBi.
f.              Receive Gain (mid Band) that is greater than or equal to 43.0 dBi.         
g.              HPA minimum rating of 50W.
h.              Auto acquisition.
i.              Wind sustainability of minimum 45MPH (operational) and 60MPH (survivable).
j.              Weight of dish not to exceed 300 lbs.
k.              Temperature sustainability of -15 to 50 degrees Celsius (operational) and -40 to 60
degrees Celsius (storage).
l.              Technical manuals.
m.          1 RU Serial based satellite modem with Turbo coding, Viterbi and Sequential Encoding.
n.              HPA or Transceiver.
o.              LNA or LNB (as required).
p.              Up and Down converters (if applicable).
4.          Auto-tracking for 2.4m Antenna.
5.              Complete redundant spares kit for the 2.4 Meter Antenna, to include:
a.              Tri-band HPA.
b.              LNA set for C & Ku (if applicable).
c.              LNB (if applicable).
d.              Transceiver (if applicable).
e.              Tri-band block converter (if applicable).
f.              Up and Down converters.
g.              Satellite modem with Turbo Coding.
h.              All spares listed above packaged in transit cases (Hardigg or equivalent required).
6.              Complete redundant spares kit for the 1.6 Meter Antenna to include:
a.              HPA.
b.              LNA or LNB (as required).
c.              Block converter (if applicable).
d.              Transceiver (if applicable).
e.              Up and Down converters (if applicable).
f.                Satellite modem (with Turbo Coding, Viterbi and Sequential Encoding) (1 RU required).
NOTE:   
a.      Items 1-6 must be provided with a minimum 1 year warranty on all material, design and integration.
b.      UID Labeling Required on all items whose unit price exceed $5,000.
