This announcement replaces Solicitation Number N00173-08-R-RS01, which was previously posted on 05 OCT 2007. The Naval Research Laboratory has a requirement for Satellite, Communication, and Comprehensive Maritime Awareness Research and Development Efforts and Associated Services. The scope of the research and development effort encompasses a) requirements definition and system definition tasks; b) system, electrical, and mechanical integration tasks; c) technical assessment tasks; d) studies and reports tasks; d) design, fabrication and assembly tasks; e) technical and engineering support tasks; f) on-site and field experiment support tasks; and g) contract management tasks associated with the required research and development effort. The scope of the associated services will, as a minimum, include administrative support in the form of a) graphics and drafting services; b) computer and internet efforts; and c) web-enabled services and enterprise application efforts. Detailed requirements, including a detailed statement of work, personnel requirements, and contract data requirements, will be included in the solicitation file. The anticipated period of performance for any resulting contract will be a base year with four option years. This solicitation is 100% Set-Aside for small business. The Government anticipates award of a Cost-Plus-Fixed-Fee Research and Development Contract for the requirements. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
