Safety, Health, Environment Decision Support System Project
The Maine Department of Transportation is requesting proposals describing the qualifications of consultants for a comprehensive, modular software product to support the management of safety, health, and environmental data in the Maine Department of Transportation (MaineDOT), bringing together many different processes and information sources. This product shall be a Commercial-Off-The-Shelf (COTS) product. MaineDOT will select the system that provides the best value for the Department of Transportation and may implement any or all of the modules presented by the Proposer.

Questions pertaining to the RFP must be submitted in writing (by email to james.macfarland@maine.gov Subject: Clarification to RFP for SHEDSS or fax to James Macfarland, at 207-624-3201 no later than 2:00 p.m. local time on September 17, 2008 (no questions will be accepted after that date and time); responses to the questions will be posted on the Maine Department of Transportation website http://www.maine.gov/mdot/aco/acohome.php no later than September 25, 2008. Sealed proposals, one original and eight (8) copies, must be clearly marked “Sealed Proposals: Maine Department of Transportation Safety, Health, and Environment Decision Support System” Before submitting your proposal, please write on the outside of the envelope the following number: 20080289
All proposals must be received at the Division of Purchases no later than 2:00 p.m. on October 7, 2008 at the following address:

Please note that only proposals received at the Division of Purchases prior to the stated time will be considered; firms submitting proposals by mail are responsible for allowing adequate time for delivery. Postmarking proposals by due date will not suffice. Faxed proposals will not be accepted. Proposals received after the 2:00 p.m. deadline shall be rejected. The State reserves the right to reject any or all proposals.
The opening of proposals shall be open to public attendance. The name of the proposer will be read aloud. No other information will be made available prior to evaluation and award notification. All proposals shall be sequestered from this time until notification of award by the contracting agency after which time they become public record.
