A sole source procurement is contemplated with National Technical Systems, (NTS), Highland Industrial Park Hwy 274, Bldg K5, Camden, Arkansas 71701. AFRL/RWM desires to purchase enhancements to the baseline environmental test effort currently being conducted on the Small Weapon Armament Technologies (SWAT) Ordnance Package. NTS is the current contractor providing the test services required for the baseline environmental test program. Overall test objectives can only be achieved if the enhanced testing is accomplished in conjunction with the execution of the baseline test program because the tests must be performed on a single group of test articles in an ordered sequence in accordance with a specific test timeline. Therefore, NTS is the only responsible source for achievement of the overall test objectives. However, all interested parties may submit statements of capability (SOC), which will be considered if received within 15 days of publication of this notice (25 Sep 08). An Ombudsman has been appointed to address concerns of offeror or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and all recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified above.
