Opportunity Summary
The Department of Corrections ("DOC") operates adult correctional institutions and performs
other functions related to legislatively approved programs for over 12,000 adult felony
offenders in facilities at various locations in Oregon, including Ontario, Baker City,
Pendleton, Umatilla, Sherwood, North Bend, Portland, Lakeview, and Salem. The Fiscal
Services Unit is responsible for the purchase, distribution, central warehouse operation
and financial accounting functions for the daily operation of these facilities. The DOC
has recently completed the upgrade from "World" software provided by JD Edwards to OneWorld
Xe and One World Web client for the Accounts Payable, General Ledger, Accounts Receivable,
Fixed Assets, Budgeting, Reporting, Inventory, and Procurement modules.

DOC is currently licensed for 99 concurrent users. The Fiscal Services Unit supports DOC in
maximizing its use of financial and material resources through quality customer service and
fiscal accountability. It accomplishes this through a combination of JD Edwards World and
OneWorld software running on an I Series AS400. DOC is operating in a co-existent
environment between WORLD, Version A73, CUM 13 and OneWorld Xe, Version B73, Service Pack
23-P1, and will continue to do so until all field staff has been migrated onto OneWorld.

The purpose of this RFP is to obtain the services of an independent contractor to provide
the following work on an "as needed" basis":
o Assist DOC to maintain the system described above
o Consulting/Training DOC staff
o Provide program development

Services are anticipated to begin upon execution of a contract and continue for
approximately two (2) years using the using the estimated maximum available funding of
$150,000. While the initial term of the contract (or price agreement) shall be two (2)
years, DOC may extend the contract (or price agreement) for an additional two (2) years for
a total of four (4) years.

Due to the secure nature of DOC facilities, contractor shall be required to submit a
security check form for each employee requiring access to any secure facility.

The Department of Corrections agrees to provide contractor:
- Access to necessary resources and personnel
- Access to other specified resources as approved by DOC
- Access to meeting facilities when appropriate
- Access to management and end user work groups
