This is not a request for quotes (RFQ), invitation for bid (IFB), request for proposal (RFP), request for application (RFA) or an announcement of a solicitation and does not assume the government will award a contract or proceed with any of the above solicitations in the near future. The information requested hereunder is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or contract awarded. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of the submission of information. Responses to the notice will not be returned. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with Government regulations.
The National Oceanic and Atmospheric Administration (NOAA), Office of the Deputy Under Secretary (ODUC) holds an annual conference for senior executives in the Washington, DC metropolitan area, called the Senior Executive Service Summit, SES Summit. The ODUS is aided by a contractor which works with management and employees to provide full-service conference facilities, accommodations and support services.
The purpose of this notice is to identify businesses, both small and large, capable of performing the potential work described below. For the purposes of this announcement, a "small business" is defined as an entity, including its affiliates, that is independently owned and operated, and qualified as a small business under the criteria and size standards in 13 CFR Part 121. The established SBA small business size standard for NAICS Code 721110 Hotels (except Casino Hotels) and Motels is $6.5M.
All businesses are requested to submit a capability statement which clearly demonstrates capability and experience in directly providing the following:
- Lodging for a maximum of 150 people includind suites for top managers;
- Meeting room for general sessions
- 4 Breakout rooms
- 1 Staff working room
- 2 evening receptions
- Meals (breakfast, lunch, and dinner)
- Audio-visual equipment
- Airport/Metro shuttle or suggestions for an alternative
- Parking
Capability Statements must not exceed 10 PAGES and shall include the following: a cover letter identifying the point of contact, telephone number, fax number and e-mail address; DUNS number; applicable price list(s); size and type of small business, including average annual revenues for the past 3 years; and additional documentation such as company literature and brochures. (A mere referenced website is unacceptable for purposes of this announcement and will not be considered or reviewed.)
In addition, please provide a list of at least three (3) relevant ongoing or completed projects awarded within the past 3 years. Relevant projects are defined as: contracts with a similar scope, size, and complexity as this requirement. Include a project title, a detailed description of the conference and what services were provided, contract number, contract amount, client identification including agency or company name, contracting and technical reviewing official, address, telephone number, and e-mail address.
Capability statements must be submitted by Wednesday, June 18, 2008, 12:00 PM ET to the attention of Marilyn Whaley via email at Marilyn.Whaley@noaa.gov. Reference "SES Summit" in the subject line. No statements delivered by hand or mail shall be accepted under any circumstances. No feedback or evaluations or debriefing will be provided to vendors regarding their individual submissions. Telephonic requests for information will not be honored.
