Description
This is a combined synopsis/solicitation prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.     The solicitation number is N40442-08-T-5136, and it is being issued as a request for quotation (RFQ).     The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-22.       NAICS 423720 applies.       The Small Business Competitiveness Demonstration Program is not applicable.    
Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a sole source purchase order to ICI of Westminister, Maaryland for procurement & installation of an Auxiliary Boiler, High Energy Ignition System for the USNS SUPPLY at NAVAL WEAPONS STATION, EARL, LEONARD, NEW JERSEY 07737.     Please provide all travel, labor and material cost breakdown for the following:

1.       ABSTRACT
1.1.       This item describes the replacement of the existing pilot burner ignition system with a retractable power arc ignition system on each of the two auxiliary boilers.

3.2.1.       Quantities are considered estimates.     The contactor shall provide exact quantities and additional material such as miscellaneous pipe fittings, elbows, caps, valves, pipe hangers, weld material, cable hangers, cable tags, bus work, etc., which are not included in the Bill of Materials, in order to install a fully functional system which meets the requirements of this specification.

6.       QUALITY ASSURANCE REQUIREMENTS:

7.       STATEMENT OF WORK REQUIRED

7.1.       Arrangements/Outfitting: None Additional

7.3.       Mechanical/Fluids

7.4.       Removals

7.4.1.       Remove the existing diesel fuel pilot burner ignitor system in its entirety, including:
?       Pilot burner assembly with hoses, piping and check valves
?       Ignition transformer and enclosure
?       Purge air solenoid, wiring and piping
?       Combustion air solenoid, wiring and piping
?       Worcester automatic pilot fuel oil shut-off valve, wiring and piping.
?       Combustion air regulator
?       Pilot fuel oil regulator
?       Pilot fuel oil gauges (2) and associated tubing.
?       All piping sections that are removed are to be terminated with permanent blanks.
7.5.       Installations
7.5.1.       Assemble 2 each high energy retractable spark igniters, using PC No.'s 2-6.
7.5.2.       Install the ICI retractable igniters on the front plates of the Todd burner registers using PC No. 1.
7.5.3.       Install tubing, PC No. 7, to make all air supply connections from the ICI retractable ignitors to the burner management system.
7.5.4.       Provide the services of two boiler control service engineers to install the new ignitor system.    
7.6.       Electrical

7.6.1.       Removals
7.6.1.1.       Remove all wiring from existing pilot burner ignitor system in its entirety back to power source.     Relabel unused circuits as spares.
7.6.2.       Installations
7.6.2.1.       Install electrical cable, PC No. 8, to make all electrical connections between the ICI retractable ignitors and the burner management system.
7.7.       Electronics
7.7.1.       Modifications
7.7.1.1.       Modify the logic of the burner management system to accept the retractable ignitor.
7.8.       Preparation of Drawings
7.8.1.       Prepare and deliver electrical schematics, instruction book, and spare parts list.
7.9.       Inspection/Test
7.9.1.       Inspections
7.9.1.1.       Provide the materials, power, equipment, instrumentation, and personnel to perform each test, trial, and inspection and to record data.     Materials, equipment, and services include but are not limited to, lighting, ventilation, and instrumentation to conduct each inspection.     Operation of shipboard equipment shall only be accomplished by ship's force.
7.9.1.2.       Inspect all hot work prior to applying paint.
7.9.1.3.       Inspect all painted areas prior to covering or insulating.
7.9.2.       Tests
7.9.2.1.       Preliminary Test all units before calling for an official test.
7.9.2.2.       Perform operation tests on new, repaired, overhauled, or modified Auxiliary Boiler Ignitor systems, equipment, or components.     The test must demonstrate compliance with work package and contract requirements.
7.9.2.3.       Perform a hydrostatic test of all new and modified pipes.     All of the pipes shall be tested at 150% of the working pressure in the pipe or 50 psi whichever is greater.     Liquid carrying pipes shall be tested with clean water or service fluid.    
7.9.2.4.       Perform a completion test proving that all aspects of the work item have been completed. Prove that all equipment, piping, electrical, deck coverings, overheads, etc. is installed and tested and that the compartment is complete and ready for service.    
7.10.       Painting
7.11.       Marking
7.11.1.       Install nameplates, notices, and markings for all new and modified systems

S903(a)).     All policies shall contain an endorsement stating that any cancellation or material change in the coverage adversely affecting the Government's interest shall not be effective unless the Contractor provides written notice of the same to the Contracting Officer.
