This is a Request for Information (RFI) as defined in FAR 15.201(e). The purpose of the RFI is to acquire technical, price and other market related information or capabilities for planning purposes. For this RFI, the Government is interested in assessing the availability and feasibility of potentially new service providers interested in doing business and meet the Department of Labor (DOL) armed security guard and patrol service needs required at the Francis Perkins Building (FPB) in Washington, District of Columbia; United States. In addition to the daily guard post tasks, armed guard services shall include temporary additional and special additional services (TAS/SAS). Please review the attached Statement of Work (SOW) and Exhibits for detailed requirements.

BACKGROUND

The Department of Labor (DOL) fosters and promotes the welfare of job seekers, wage earners, and retirees of the United States by improving their working conditions, advancing opportunities for profitable employment, protecting retirement and health care benefits, helping employers find workers, strengthening free collective bargaining, and tracking changes in employment, prices, and other national economic measurements. These programs are carried out through a network of regional offices and smaller field, district, and area offices, as well as through grantees and contractors. The Office of Security and Emergency Management (SEM) is the technical focal point for all security matters.

PROCESS

This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for meeting the armed security guard needs and related support for the Department of Labor. Interested parties should answer the following questions and provide the requested information:

1. Have you ever provided any armed security guard services to a U.S. Government agency? If so, please state your last commitment.
a. Date(s) of service provided.
b. Place of Performance.

2. Does your company currently possess and or maintain armed security guard certifications in accordance with Department of Homeland Security (DHS) / Federal Protective Service (FPS) guidelines?

3. What states to include the National Capital Region, are you licensed in to conduct armed security guard services? Please specify.

4. Identify the manpower quantity, size and type of security guard service operations and equipment used that is organic to your company.

5. Is your company's assets owned or leased?

6. Are your armed security guard personnel full-time or part-time employees?

7. Are your guard services personnel qualified and certified to handle firearms and ammunition as part of the requirement and or for shipment / transport? If yes, are these qualified personnel designated in writing and can you provide?

8. Have your guard services personnel successfully completed formal training in accordance with the applicable provisions state, local federal regulatory guidelines?

9. What percentage of your company's assets will be dedicated and readily available for DOL use?

10. How much advance notification is required to meet the delivery of assets to support and meet DOL security mission requirements?

11. Can you please supply DOL with a copy of your company's portfolio (e.g., balance sheet, income statement and statement of retained earnings)?

12. Provide company point(s) of contact, address, telephone number, e-mail address, and company status (e.g. small business, HUB Zone business, etc.).

13. In accordance with the Service Contract Act, FAR 22.1010 and in lieu of the required wage determination, does your company have a current collective bargaining agreement (CBA)?

Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI.

HOW TO RESPOND

Please submit comments to the RFI not to exceed four (4) pages, on one (1) compact disc (CD) in a PDF file format and one (1) hard copy in Microsoft Word, Power Point or Excel. Mail the CD and hard copy document to the address below arriving no later than Friday, June 13, 2008 at 3:00PM.

Format: Potential offerors are requested to provide a technical package in response to the following criteria: 1) current or similar services that meet Department of Labor (DOL) security guard services requirements; 2) relevant history and 3) evidence of past performance /capability. Additionally, a preliminary cost estimate for one base year plus four (4) one year option periods is requested so the US Government can better prepare for potential future expenses. Contract award will not be made based on a service provider's cost estimate submitted in response to this RFI.

The Department of Labor (DOL) expects required information provided by interested offerors on current or past services will demonstrate that sufficient infrastructure and integration capability exists to provide all aspects of the tasks described herein.
