Red River Army Depot (RRAD), Texarkana, TX 75507 has a requirement to issue a contract for clean shop rags and removal of dirty shop rags. The contractor shall provide RRAD with sufficient personnel, product and service to ensure the delivery of clea n shop rags and removal of dirty shop rags from designated locations. The contract shall be a Service Requirements type contract for a base year and two (2) option years. RRAD is located 18 miles west of Texarkana, Texas, in the northeast corner of Texas . The industrial activities at RRAD generate significant quantities of hazardous and non-hazardous waste associated with metal cleaning, painting, de-painting, and electroplating. Waste generated at RRAD is State and Federal regulated and listed on a Not ice of Registration (NOR) with the State of Texas Regulatory Agency. Contractor shall deliver clean shop type rags that are lint free, approximately 13X14 in size and remove all dirty rags that will be generated on a Monday, Wednesday and Friday schedule at each location identified within this contract. Service days may increase or decrease depending on workload requirements throughout this contract. There are an estimated 38 buildings with 114 each pick up and drop off locations for rags that are ident ified within this contract. There is no guarantee of minimum or maximum amount of clean or dirty rags to be delivered and/or picked up during each service day. The number of buildings, drop off or pick up locations may change at any time with no guarante e of increase or decrease. Contractor shall assume pick up and delivery of rags to any new location identified within a 48 hour period. A stock level of an estimated 250 clean Rags must be maintained at all times at each location. Estimated quantities o f clean rags that will be supplied initially is 250 rags per location (114 locations X 250 rags = estimated 28,500 rags initially supplied) The removal of dirty rags shall take place upon supplying of clean rags at each location. Properly marked collectio n receptacles for dirty rags and clean rags will be provided by the Government. The contractor shall be responsible for providing removable type plastic bags within each receptacle for dirty rags so that the dirty rags can be removed from the receptacles easily during each service. Contractor shall be responsible for the removal of dirty rags. Government owned receptacles will be properly marked Dirty Rags for Recycle and have lids for closure requirements per State guidance. Dirty rags shall be placed and transported in an approved Department of Transportation (DOT) container(s) properly marked in accordance with any applicable DOT, State and Federal laws/regulations and transported by an approved DOT transporter. Dirty rags will be tracked during tra nsport by utilization of a Bill of Lading (BOL), Invoice and/or some type of shipping document or invoice to an approved laundry facility. Under the Texas Commission for Environmental Compliance (TCEQ) regulations, materials that are recycled within the S tate of Texas are not required to be manifested for transport nor fall under the Resource Conservation & Recovery Act (RCRA) regulations as a hazardous or solid waste. Contractor shall be responsible for compliance with any laws/regulations if transported out of the State of Texas or across state lines to include EPA, DOT and/or State regulations. Dirty rags generated at RRAD will include POL (petroleum oils and lubricants) rags that may be contaminated with TCLP Cadmium and Lead above State and Federal r egulatory levels. This contract may also include solvent or paint rags that are currently listed as a hazardous waste as being F-listed waste TSD facilities identified by the Contractor as being utilized under this contract will be inspected by RRAD perso nnel to ensure compliance with laws/regulations. For compliance with current recycling regulations and consistent with the Texas Commission on Environmental Quality (TCEQ) letter dated 30 April 1996, 20 July 1998 and e-mail from TCEQ dated 22 February 2008, all rags under this contract must be recycled by being laundered, in a laundry whose wastewaters is discharged to a NPDES (National Pollutant Discharge Eli mination System) or POTW (Public Owned Treatment Works) regulated outfall. Materials that are recycled by being laundered in laundries whose wastewaters is discharged to a regulated outfall are not a solid waste and therefore not a hazardous waste under T exas laws.
