Grounds Maintenance Services at the Pentagon

THIS IS A SOURCES SOUGHT ONLY.     This is not a solicitation announcement.     No contract will be awarded from this announcement.     No reimbursement will be made for any costs associated with providing information in response to this announcement.     The Washington Headquarters Services, Acquisition and Procurement Office, is currently seeking potential Small Business Hub-Zone status contractors to perform grounds maintenance services at the Pentagon.     The Pentagon Building, the National Defense Headquarters, is located in Arlington, Virginia, across the Potomac River from Washington, DC.     The Pentagon Building is included on the National Register of Historic Places.     Landscape features associated with the Courtyard and the River Entrance Terrace are considered historic elements of great importance.     The Pentagon Complex consists of the Pentagon Building, the Remote Delivery Facility, the Pentagon Heating and Refrigeration Plant and a variety of smaller support facilities.     The majority of the Pentagon site is comprised of formal grounds that not only serve to aesthetically enhance the outward appearance of the building, but are also utilized for a variety of multi-functional purposes.     The grounds host everything from official ceremonies and special events, to impromptu meetings and recreational activities.     A smaller portion of the Pentagon grounds includes a Chesapeake Bay Resource Protection Area, which borders a 57 acre riverine tidal open-water lagoon.     Under the stewardship of the Department of Defense (DoD), this natural area now provides habitat to an ever increasing diversity of wildlife.     It should be noted, that the Pentagon has also been identified as the Energy Efficient/Environmentally Sensitive Showcase Building for DoD worldwide.     In this regard, the success of the grounds management effort is of the greatest importance, since the landscape is the most visible and identifying symbol of this showcase designation for the general public.       The Government will use responses to this sources sought synopsis to make appropriate acquisition decisions.     The acquisition will be classified under the North American Industrial Classification (NAICS) code 561730 with a small business size standard of $6.5 million (used to determine the size status of the offeror).     Interested Small Business Hub-Zone status contractors must demonstrate in their qualification statement that they are qualified to perform this requirement under this NAICS code.

Small Business Hub-Zone status contractors who believe they have the capability of providing grounds maintenance services for the Pentagon are invited to submit, in writing, sufficient information within the page limitation (maximum 3 pages) which demonstrates their ability to fulfill the requirements.     Standard company brochures are not desired.     Responses, including the contractors Small Business Hub-Zone status should be emailed to Mrs. Kortnee Stewart, kortnee.stewart.ctr@whs.mil.     Capability statements shall be submitted by 3:00 PM local time on 23 January 2008.     No feedback or evaluations will be provided regarding the information provided.     This sources sought synopsis is not a request for proposal and does not restrict the Government to a single ultimate acquisition approach.
