Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. No paper copies of this notice will be provided.
Solicitation Number F4F3BY7232A002 is issued as a Request for Quotation (RFQ).
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. This RFQ is being conducted in accordance with the Air Force Nonappropriated Funds (AFNAF) Contracting Regulations (AFI 64-301, AFMAN 64-302, AFPD 64-3) using the Air Force Manual (AFMAN) Concessionaire Contract Format.
This RFQ has one line item, for a Concessionaire to operate a Food & Beverage Canteen in accordance with ATTACHED Statement of Work (SOW). The period of performance is 1 February 2008 through 31 January 2009 with four one-year option periods, and is firm fixed price. The Concessionaire will pay the Nonappropriated Fund Instrumentality (NAFI) a sum equal to a quoted percent of gross sales or a predetermined monthly fee in the amount of $650.00. The contractual attachments include: a. Schedule, Articles I-IV (3 pages), b. Appendix A, Statement of Work (5 pages), c. Appendix B, Government Furnished Property (1 page), d. Appendix C, Price List (1 pages), e. Appendix D, Estimated Annual Sales (1 page), f. Special Provisions (2 pages) g. General Provisions (7 pages), h. Wage Determination WD 05-2419 (Rev.-4) (9 pages), i. Instructions to Offerors (2 pages), j. Evaluation of Offerors (1 pages) and k. Performance Questionnaire (2 pages).
Contract financing will not be provided for this acquisition and payment of fees due to the NAFI must be made monthly.
The Government will make an award from this Request for Quotation (RFQ) to a responsible contractor whose offer is most advantageous to the Government. The Government reserves the right to not make an award at all.

This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars.
