THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The Solicitation Number for this announcement is N69450-08-R-0061. Naval Facilities Engineering Command, Southeast solicits for Capability Statements from all qualified and interested 8(a) firms, HubZone, Service Disabled Veteran Owned Small Business, or small business firms, for a fixed price BOS (Base Operation Support) services contract in the form of 1502000 Facility Investment, 1503010 Janitorial, 1503010 Pest Control, 1503030 Refuse, and the largest effort 1503050 Grounds. Services are for labor, management, supervision, materials, supplies, tools and vehicles to perform the work at the U.S. Naval Activity, Ceiba, Puerto Rico. The NAICS Code for the proposed acquisition is 561210, Facilities Support Services and the Small Business Size Standard is $32,500,000.00. The Federal Supply Code is S299, Other Housekeeping Services. Under FAR guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with his-or-her own employees. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a competitive 8(a), HubZone, Service Disabled Veteran Owned, Small Business or Unrestricted. The estimated cost of this acquisition is between $100,000 and $250,000. The government anticipates utilizing a base period of six (6) months, with six (6) one month option periods.
The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit the market survey following the set format. MARKET SURVEY for BOS (Base Operation Support) services in the form of 1502000 Facility Investment, 1503010 Janitorial, 1503010 Pest Control, 1503030 Refuse, and the largest effort 1503050 Grounds at Naval Activity, Ceiba, Puerto Rico. After completing its analysis, the Government will determine whether to limit competition among 8(a) firms, HubZone, Service Disabled Veteran Owned, small business firms or proceed with full and open competition as unrestricted.
