GOVERNMENT SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) for a Route Clearance blade.THIS IS NOT A REQUEST FOR PROPOSALS.
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking information on a route clearance blade system that can meet the following requirements:
1. Blade system will be capable of moving 4000lb at the center of blade. The system will be capable of handling a 500 lb load on the outer edge of the blade, away from the pivot point. This loading can be assumed as a point load.
2. The vehicle will supply 28VDC for functional operations of the blade.
3. Blade will deploy and retract for intermittent operational use on the front of a vehicle. Deployment and retraction will have a time limit less than or equal to 30 seconds.
4. The systems blade will articulate +/- 30 degrees. At the 30 degree angle the clearing width must be equal to or greater than 98 inches.
5. The blade will auto adjust to terrain so that the operator is not able to severely dig into the ground. This blade will operate on improved and unimproved road way surfaces.
6. The blade will have a replaceable wear edge.
7. The blade will include edge markers so that the driver may better locate the edge of the blade during operation.
8. The system will utilize an existing mounting bracket for mounting to the vehicle. The government will provide the mounting bracket details to potential vendors upon receipt of request and validation of vendor credentials.
9. The blade clearance edge will have a minimum stand off of 1 meter from the vehicle bumper or front edge.
10. The system will be repairable with no special equipment.
11. The system will operate by a controller that extends to the passenger compartment of the host vehicle.
12. System must be mountable by maximum of 3 personnel.
13. The system will have a typical endurance life of 100 hrs of operation before need of repair.
14. The system will need to operate at a reduced performance if the equipment fails or is damaged.
RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 23 April 2008 4:30pm CST. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission include: (1) System description and capabilities (2) Summary of current representative users with contact information (3) Logistic supportability and (4) projected unit cost estimate information. Supporting literature that demonstrates technical maturity of your proposed solution may be included in addition to the 10-page narrative paper. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Telephone responses will not be honored.
