Synopsis:

The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled "2008 Roof Improvements" at USDA-ARS-MWA, DFRC, Madison, WI. The project generally consists of the removal and replacement of selected roof areas at the Dairy Forage Research Center. The scope of work includes, but is not limited to, removal of existing roof membrane, insulation and expansion joint down to existing concrete deck; removal of existing counter flashing, removal and salvaging of existing stone ballast; installation of new roof membrane, rigid insulation, expansion joint; re-installation of salvaged stone ballast; and installation of new counter flashing. The procurement of the project includes a base bid and bid options. The period of performance is 90 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $25,000 to 100,000. SET-ASIDE: This acquisition will be procured as a full and open competition under the Small Business Competitiveness Demonstration Program. All responsible Businesses may submit an offer which shall be considered by the agency. The NAICS code is 238160 and the annual size standard is 13 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. Solicitation No. AG-5114-S-08-AA18 is scheduled for uploading on or about August 5, 2008. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. This will be the only opportunity to visit the job site prior to submission of bid. Sealed bids will be due by 2:00 PM on September 12, 2008. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
