Synopsis:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This requirement is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. The NAICS code for this is 339999. The size standard for a small business under this NAICS code is equal to or less than 500 employees. This RFQ is being submitted as a restricted solicitation open to small businesses only. This is a commercial purchase. Quotes shall be brand name or equal and include product literature. The requirement is for (1) each roll N Rack for Large Diameter Fire hose with Power Roller attachment or equal., and (1) one each LDH Drain Attachment for Roll n Rack or equal. The Roll n Rack should have stainless steel crossbars/handle, galvanized rollers with sealed bearings, stainless steel hardware, welded aluminum frame, skid plate, compact design with handle collapsed, powder coated finish. It should be 29"High x 27" front to Back, 21 ¾" wheel axle widths, 12" pneumatic tires. Power Roller attachment should be portable (battery pack and hose drainer should be removable with no more than two people). Roller should be able to drain or roll 3,000 feet of large diameter Hose on one charge. Roller should use 24 volt rechargeable lead acid battery pack. Roller should have removable pins that allow coupling jaws to be swapped without using tools. Should be able to Load 1 ½"-5" hoses. Roller should be able to brush off gravel, grass and other debris from hose. Drain Attachment should be easy to remove and attach and ideal for draining long straight Large Diameter Hose lays. Should weigh no more than 23 pounds, with an aluminum body. All equal products quoted should include appropriate product literature. Please include all warranties and discounts, as these will be evaluated along with delivery time, best value or pricing, and technical evaluation by the end user. Quotes should be in the following format: price for each line item independently, shipping methods and price and total price for all line items combined. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror-Commercial, applies to this solicitation. FAR provision 52.212-2, Evaluation Commercial Items, also applies.
