| The Illinois Department of Public Health is giving notice of its intent to enter into a contract to provide for maintenance and support of the Rocky Mountain Cancer Database application, which has been used by the Illinois State Cancer Registry since 1995. The federal government (National Program of Central Cancer Registries, funding source for the registry) requires that a PC-based cancer database be used and the Rocky Mountain Cancer Database Software meets those requirements.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |

| Sole Source Only Justification: | There is no other central cancer registry based software that meets the needs of the Illinois State Cancer Registry (ISCR). The Rocky Mountain Cancer Data System (RMCDS) is a Windows-based software program designed to facilitate all importing of cancer records from reporting facilities, in the standard North American Association of Central Cancer Registries (NAACCR) format, data entry and statistical analysis functions of a state central cancer registry in an efficient and timely manner. The system includes password security system, patient indexing and searching, abstracting data entry, auto-coding in the abstracting program, extensive error checking with edit metafiles using the North American Association of Central Cancer Registry (NAACCR) standard edits sets, printing functions, creation and sorting of queries/subsets, creation/export of ASCII files in user selected format for use in other statistical packages or several standard NAACCR formats, frequency and cross tab reports, standardized summary reports, survival reports, patient listings, American College of Surgeons follow-up reports, letter and follow up lists to physicians and separate databases can be created in the same structure for separate studies from the larger database. The only alternative to purchasing this maintenance would be to build a new system to our specifications, which would cost hundreds of thousands of dollars, plus a similar maintenance cost. |

The number of cases per year is based on the American Cancer Society's Cancer Facts and Figures - estimates and for year 2007 is 62,010 invasive cancers.
The Illinois State Cancer Registry has over 1.4 millions cancer records in it and dates back to 1985. |
