This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (F2V34S8185AC01) is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-26. This requirement is being set-aside 100% for Small Business. The item description is as follows: Contractor will provide all labor, tools and materials necessary to provide a Pitney Bowes DM 100 Mail Processor with applicable components, 1 ea or an "equal" . Equal must have the capability to be interchangeable with other Pitney Bowes mail processors.CLIN 0001, RoboCrib 1000 Carousel with touchscreen, 1050 bin capacity, mfr AutoCrib PN 770-100 "Brand Name or equal" 1 ea. CLIN 0002, Autocrib client/server software PC license (2 users, unlimited connections). PN 710-105 or equal, 1 ea. CLIN 0003 Management Station (PC, Monitor, Printer, Windows 0S, cable, connectors & 2 user PC anywhere license) PN 750-550 or equal, 1 ea. CLIN 0004 SQL Express Agent, PN 256-508 or equal, 1 ea. CLIN 0005 12 Pie Inserts for Robocrib PN 373-392 or equal, 275 ea. CLIN 0006 6 pie inserts for Robocrib, PN 373-396 or equal, 275 ea. CLIN 0007 Installation and Training. The North American Industry Classification System code (NAICS) is 333311, and the size standard is 500 employees. Quotes must list the DUNS number, CAGE code, and Federal TIN. The following FAR and DFARS provisions and clauses apply: 52.211-6, Brand Name or Equal. 52.212-1, Instruction to Offerors-Commercial. In accordance with 52.212-2, Evaluation - Commercial Items. Addendum to 52.212-2, Evaluation-Commercial Items; The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government. Offers will be evaluated based on total price and equal products shall include specifications, pictures and/ or catalogs to provide sufficient data to show the like characteristics. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.212-3, Offeror Representation and Certification Commercial Items.
