This is a combined synopsis/solicitation, No. 301818Q413, for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number 301818Q413 is being issued in a Request for Quotation (RFQ) format. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. This is a 100% Small Business Set Aside (SBSA) under FAR 19.502-2 only on condition that at least one responsible small business submits a responsive quote with a total price of less than the Simplified Acquisition Threshold. The North American Industrial Classification System (NAICS) code is 212319, Other Crushed and Broken Stone Mining and Quarrying, with a small business size standard of 500 employees or less. All bidders must disclose their appropriate size standard in the submitted quotation to be considered responsive. Item Description: Supply and Deliver 1,875 tons, 1 X 3, rip rap stone in accordance with Illinois Department of Transportation Standard Specification for Road and Bridge Construction (01/07) Section 1005.01. Delivery will be between 09/01/08 through 10/25/08 to the Illinois River National Wildlife and Fish Refuge, 19031 E County Road 2110N, Havana, IL 62644. This synopsis/solicitation incorporates FAR 52.212-1, Instructions to Offerors-Commercial, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Offerors shall complete and include with its quotation the FAR provision 52.212-3. Firms are cautioned that failure to submit FAR 52.212-3, properly completed, may result in a non-responsive quotation. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items pertains as applicable to this acquisition. The FAR cites in 52.212-5 that are particular to this solicitation are: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-36.
