The Federal Aviation Administration (FAA), Southwest Region Flight Standards Division, Flight Program Office, ASW-260 has a requirement for the Revision of FAA Order 4040.9, FAA Aircraft Management Program. Revision of the order under the contract must be accomplished in accordance with current FAA technical requirements, including International Organization for Standards (ISO) 9000. Work instructions and an outline for the revisions to be made will be provided by the Government. An FAA representative will review the work product at each stage as well as the final deliverable of the orders. It is possible that there will be multiple rounds of draft submission, review, and revision as work on the order progresses. The contractor also must prepare the revision in accordance with various writing, editing, software, and formatting requirements. These include using FAA-approved word processing and graphics software, proofreading document to eliminate writing errors prior to submission, providing work products in CD-ROM format, and complying with FAA Order 1000.36, FAA Writing Standards and Plain Language Requirements. Printing of the new or revised orders will be the responsibility of the contractor.

This procurement is unrestricted as to business size. The North American Industry Classification System (NAICS) code for this procurement is 541611, Administrative Management and General Management Consulting Services.

When responding to this SIR, each interested company is required to submit past performance information that confirms their ability to successfully complete the project, as well as the Business Declaration form that is attached to this notice. Past Performance information must include project title, agency name, order/contract number, project value and duration, point of contact (including email address and phone number), and a brief description of the work performed.

Only those companies providing Past Performance information and a completed Business Declaration form will be issued the solicitation package. Those documents must be received no later than September 5, 2008 at 12:00 p.m. local time (Central Time Zone), and may be submitted by fax or email as follows:

NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
