This solicitation is amended to provide the location for pictures of the four chambers and the affected parts and extends the response date from 16 June 2008 to 20 June 2008. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Retrofit four environmental test chambers: Blowing Dust Chamber, Temperature and Altitude, Fungus Chamber & AGREE (SARSAT Chamber)from chlorofluorocarbon(CFC) to hydrofluorocarbon (HFC) refrigerants. All refrigerants and oils evacuated from existing systems will be placed into vendor provided, approved storage containers.All evacuated refrigerants and oils will be disposed of by vendor. Assess existing plastic and elastomers for compatibility with new refrigerant. Change as required to insure leaks do not develop as a result of shrinkage. Provide modifications, replace the filter/drier and make adjustments, as necessary to maintain the thermodynamic properties of existing refrigerants. The following are the only acceptable replacement refrigerants: R-12 will be replaced with R-134a, R-502 will be replaced with R404A, R-13 will be replaced with 508B. Chamber manufacturer: AMERICAN RESEARCH CORP.,Model: SD-666 - July 1980, Two, Caryle 06DR 10 HP., compressors. Both R-12 - 30 lbs each. 60lbs total. Power 208 Volts 3 phase 60 HZ. Chamber manufacturer: AMERICAN RESEARCH CORP. Model ALT-64-100350 - January 1968, Existing cooling specs:Expansion tanks installed.Two Copeland 7 1/2 HP compressors. Models, 9WC1-0760-TFD,One, R-502 - 22 lbs, One, R-13 - 21 lbs. Power: 440 Volts 3 phase 60 HZ.Chamber manufacturer: AMERICAN RESEARCH CORP. Model WI666-100250HF - March 1983. Existing cooling specs:Expansion tanks installed. Three Caryle compressors; One, R-12 Compressor: 06DR 10 HP - 45 lbs One, R-502 - 100 lbs One, R-13 Compressor: 06EY 30 HP - 52 lbs. Power: 480 Volts 3 phase 60 HZ. Chamber manufacturer: THERMOTRON (A.G.R.E.E.) Model F82-CHV-25-25-CO2 - Sept. 1969 Existing cooling specs:Two 6RL-2500-TSK Copeland compressors; One, R-502 - 26 lbs. One, R-13 - 24 lbs. Power: 440 Volt, 3-phase, 60 HZ. Pictures of the four environmental chambers may be viewed at http://www.wsmr.army.mil/docpage/pages/sol_stat.htm. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under provisions of Wide Area Work Flow under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, 20 June 2008. Offers shall be submitted electronically at: charlene.neal@us.army.mil. EVALUATION CRITERIA/ PROCEDURES: The offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The result of the award will be posted in Fedbizopps(http://www.fbo.gov/) under Award Notices. Questions pertaining to the Award Notice must be submitted in writing. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, 22 April 2008. This is a total small business set-aside. The NAICS code is 811310. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items or ORCA, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
