NOTICE OF SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI): This is a Sources Sought Notice in support of a market survey being conducted by the Department of Veterans Affairs, National Acquisition Center (VA NAC) to identify potential sources and their capabilities. This notice is for informational and planning purposes only and does not constitute a solicitation or a commitment by the Government. Any information submitted in response to this sources sought notice is strictly voluntary. Any questions should be submitted to the contract administrator listed herein. The work requires the Resurfacing of Roads and Parking Lots at the VA Service and Distribution Center, located at Building 37 on the VA compound at First Ave--1 block north of 22nd street--in Hines, IL. The resultant contractor would be required to provide all labor, materials, tools, instrumentation, equipment and services for the resurfacing and replacement of the Buildings asphalt paving. In addition to providing new asphalt paving sections, the job includes demolition, new concrete curbing, pavement markings and revisions to the existing storm drainage system. The job also requires concrete flatwork, landscaping, electrical distribution including but not necessarily limited to panelboards, lighting controls, light standards, electrical underground work, and building interior electrical work for a complete exterior lighting electrical system. The demolition of existing materials shall include legal disposal of all materials off of the sites location. Additionally, the contractor would be required to provide all required hoisting equipment, rigging equipment, and all related materials and equipment necessary to perform the job. Working conditions might include shutdowns, cutovers, and premium overtime, while maintaining continuity of services at all times. Submittal of typewritten certifications for electrical system are required and shall be complete and secured in a place ready for operation and in conformance with all applicable codes, contract documents and all applicable standards. All paving work shall be accomplished in accordance with all drawings, specifications and referenced publications associated with this project. All work is time sensitive and the contractor would be expected to perform in compliance with an established, phased schedule to reduce the impact on the Buildings tenants, which would be necessary to minimize conflict with a simultaneous roof repair project. The NAICS code applicable to this project is 237310 (Highway, Street, and Bridge Construction) with a size standard of $31.0 million. The anticipated start date is estimated to be on or about June 15, 2008, continuing for 170 Calendar Days. The estimated cost of this project is between $1,000,000 and $5,000,000. The resultant contract will be a firm fixed price contract.
The Government requests interested sources to submit one copy of their capability responses no later than April 30, 2008.
