This is a re-solication to include past performance as a criteria for award evaluation.
1. Please provide a Firm Fixed Price quote with FOB Destination pricing. Responses and questions shall be directed in writing, using the English language, to the address below via email, fax or postal service. Email or fax is preferred.
2. REQUIREMENT DESCRIPTION: Non-Personal Services to: Furnish all labor, tools, transportation, equipment and materials necessary to Non-personal services to furnish all labor, tools, transportation, equipment and materials necessary for rental of four toilet containers and one handicap accessible portable toilet for the Ramstein Welfare Bazaar.
Each container shall consist of a female section with a minimum of 4 stalls and 2 sinks and a male section with a minimum of 2 stalls, 2 urinals and 2 sinks.
Serivce shall include transportation, pick up, unloading, loading and connection to the sewage and water and all parts required for the connection. Contractor shall provide the electrical requirements for the connection of the lights of each container.

Delivery and Setup: 15 Sep 2008, to be completed by 1200 hours

3. The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Past Performance and price
Past performance is significantly higher than price.
Past Performance - Information which evidences the level of QUALITY in which the vendor has performed prior similar contracts. Based on the quotes received, the Government may contact some, all, or none of the references provided.
Therefore vendors must submit no less than two references for similar (scope and work) for contracts performed in the past three years.
4. Please complete pages 3 and 4 of the RFQ as applicable and return both pages with your quote.
5. This information may be used for market research on future requirements and is not in any form, a guarantee of receiving a contact award.
6. All quotes must be submitted in the English language to be considered for contract award.
7. All vendors must have a DUNS number, a CAGE code, and be registered with the Central Contract Registration (CCR) system, to be considered for contract award. Registration and other information may be obtained by going to the following websites:
