Synopsis:

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) intends to award a sole source contract to Colonial Parking, Inc. on the basis of other than full and open competition under the authority of FAR 6.302-1. The sole source requirement is to provide forty (40) each reserved parking spaces for government employee vehicles having 24/7 access (365 days a year) and with secure entrance and exit controls into the garage with an attendant on duty at all times. The Government has determined that Colonial Parking Inc who owns and operates 950 L Enfant Plaza parking garage is the only company capable of providing this service due to the limited sources of parking spaces within a close vicinity of the required work location, as needed for physical limitations and security reasons. In addition, there is only one sole owner managing the parking garage within the vicinity of the government work facility. The period of performance for this service is for one basic year plus four option years. In accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements due to only one parking garage available within a one block radius of the L Enfant Plaza parking garage located at 400 - 430 10th St., SW, Washington, DC 20024 which is located within a one block distance of the federal workers location. The Government intends to negotiate solely with Colonial Parking Inc. This notice satisfies the requirement of FAR 5 for publicizing contract opportunities and is not a notice for receipt of competitive quotes and other formal request for quotes; however, prospective contractors who believe they can successfully propose must provide specific, detailed, technical documentation to support such claims and abilities by email to: Chris.Young@associates.dhs.gov at DHS, ICE Office of Acquisition Management (OAQ), no later than July 26, 2008. All feedback received will be taken into consideration; however, the agency reserves the right to not utilize the comments or any other information provided. This notice in no way obligates the Government award any purchase order. ICE Is not responsible for any costs incurred by vendor responces to this notice.
