This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W81GMP81280003 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 333996 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-06-30 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Drum, NY 13602

The USA ACA Ft. Drum requires the following items, Brand Name or Equal, to the following:
LI 001, Stabalization struts model Nightmare Rescue Strut Set by Junkyard Dog Industries or equal. Must weight less than 50 lbs for all struts (4) combined. Must come with Witches hat Point Heads, Standard Heads and 90 degree heads. Must be able to be retracted to a lenght of 50" or less and extend to no more than 75", must have at least 7500 lb. capacity. This CLIN is for a total of 4 individual struts (2 sets)., 2, EA;
LI 002, Stabalization struts model G-Force Rescue Strut Set by Junkyard Dog Industries or equal. Must come with Witches hat Point Heads, Standard Heads and 90 degree heads. Must be able to be retracted to a lenght of 25" to a maximum extension of 38". Must have at least a 7500lb capacity. This CLIN is for a total of 4 individual struts (2 sets)., 2, EA;
LI 003, 5 Ton air lifting bag, model Holmatro HLB5 or equal. Bags must be kevlar reinforced throughout the rubber. Must not weight more than 4.4 lbs and an air volume of 22.5 liters. Must store flat., 2, EA;
LI 004, 10 Ton air lifting bag, model Holmatro HLB10 or equal. Bags must be kevlar reinforced throughout the rubber. Must not weigh more than 8.4 lbs and an air volume of 76.5 liters. Must store flat., 2, EA;
LI 005, 24 Ton air lifting bag, model Holmatro HLB24 or equal. Bags must be kevlar reinforced throughout the rubber. Must not weigh more than 21 lbs and an air volume of 216 liters. Must store flat., 2, EA;
LI 006, Air bag accessory kit for lifting bags. Must contain the minimum lenghts of at least 1- 30' Red Air Hose, 1- 15' Blue Air Hose, 1- 15' Yellow Air Hose, shut offs with pressure relief. Must contain a regulator and a controller. This kit must be compatible with all of the air bags listed in CLIN's 003-005. Must allow multiple air bags to be inflated at the same time., 2, EA;
LI 007, Scott Air bottle or equal. Must be carbon wrapped. The air bottle must be compatible with the air bags and accessory kit listed above. Must be able to keep any of the 5 airbags (to include the 24 ton) inflated for at least 60 minutes at maximuim pressure., 4, EA;
LI 008, Crask Kit. This bag contains 16 tools. Bag must be heavy duty waterproof vinyl with full wrapped handles. Bright orange color with large reflective band. Inside contains a removable tool board with sewn in pockets for individual tools. A semi- removable divider holds additional large tools and secures the rescue blanket in place. Bag is 19W x 15.5H x 4thick, and 13.5 lbs (ready to use). Tools included 10: adjustable Wrench; Pry Tool; Shears; Spring-Ring Window Punch; 4- Spare Hack Saw Blades; Seat BeltCutter; 4-Tire Valve Deflator/ Inflator; 12 Hack Saw; Windshield Saw and Center Punch; Kovenex Rapid Response Rescue Blanket, 2, EA;
LI 009, Combination Rescue Tool, model Holmatro BCT-3120 or equal. Must weight less than 35 lbs and have dimensions of less than 30" X 15" X 10". Operating pressure must be at least 10,000 psi. Must run off of 24v DeWalt batteries (Model # DW0242). Must have carrying case with wheels and come with extra set of combination blades and Robo battery kit., 2, EA;
LI 010, Self contained rescue tool, model Holmatro HCT-3120 or equal. Operating pressure must be at least 10,000 psi. Must weight less than 25 lbs and have a cutting force of at least 46,000 lbs. Must come with an extra set of blades. Usable temperature range of -4F to 176F., 2, EA;

For this solicitation, USA ACA Ft. Drum intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Ft. Drum is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. IAW FAR 52.212-2; Evaluation - Commercial Items, the following factor shall be used to evaluate offers: Price.

IAW FAR 52.204-7 Central Contractor Registration (CCR), the offeror must be registered in CCR. Information can be found at http://www.ccr.gov.

Delivery shall be made Not Later Than (NLT) 20 July 2008.

IAW FAR 52.204-8 Annual Representation and Certification, the offeror is required to input their Representations and Certifications into the online representation and certifications application (ORCA) database which is located at https://orca.bpn.gov/

Shipping is FOB Destination CONUS (CONtinental U.S.).

New Equipment ONLY. NO REMANUFACTURED PRODUCTS WILL BE ACCEPTED.

Submitted Quotes will be valid for 45 days after the auction closing.

No multiple awards will be made. Quotes received through FedBid will be evaluated and awarded on an all-or-nothing basis.

This solicitation is issued as a Request for Quotation (RFQ), not an invitation for bid (IFB).
