Description
COMMERCIAL COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.     This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-0120-S-08-0012 and this solicitation is issued as a request for quotation.     The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23.     This is a small business set-aside with an associated NAICS code of 811310 and small business size standard of $6.5 million.     Following are this solicitation's list of contract line item numbers and items, quantities and units of measure:     1.     Removal of one (1)4LHA-STE Yanmar engine from boat.     One has already been removed.     Forest Service will require that successful bidder acquire the 4LHA-STE Yanmar Engine from boat and credit the engine at a minimum of $2000 to be reflected in the final quote.     This engine is in good operating condition with 436 hrs on it.     No guarantee to condition exists the condition is as is.     Second 4LH Yanmar engine has already been removed and in pieces waiting repairs for a broken drive gear on crank.     Successful bidder shall be required to acquire this engine.     Second engine may be used as a parts engine or be rebuilt.     It has a broken drive gear and needs approximately $5,898.30 in parts to repair (as per estimate received).     This engine has approximately 1356 hrs on.     2.     Provide and install two (2) new Volvo Penta 330 horse power diesel marine engines, or equivalent.     Salient features of the Volvo Penta engines include:     Engines must be commercial rated marine engines.     Engines must be compatible with the 241 Hamilton Jets that are currently in the boat and meet minimum and maximum RPM & torque requirements for the engine.     Engine must not be longer than 41 inches and wider than 34 inches to fit in the existing engine room configuration.     Installation shall include all aspects of industry standard marine engine installation.     Engines shall be coupled to 241 Hamilton Jets no transmission.     New instruments and gauges shall be installed.     There is only one operator station on boat.     Drive shaft may need to be shortened.     Engine mounts may need to be modified.     Hydraulic pump shall be installed on one engine with the appropriate mounting bracket to meet engine specifications.     3.     Modify engine room air intake to meet larger engine aspiration requirements of a minimum of 173 square inches, per motor modified in a manor to prevent water from entering engine room.     Modify and install engine room venting area with a electric 12 volt exhaust vent fan to meet engine manufactures requirements.     Successful quoter shall sea trial boat to assure engine meets manufactures RPM and Torque specifications.     Quote shall include all parts, labor, supplies, materials, transportation, incidentals and supervision necessary to make required repairs.     Quote shall show labor as a separate line item.     Forest Service will be responsible for delivering the boat to successful quoter's shop within 100 miles of Girdwood, Alaska including Valdez and Cordova, AK.     Pictures of vessel are available electronically.     Please call to have them sent.     Visual inspection of the boat may be made at Glacier Ranger District Office, 145 Forest Station Road, Girdwood, AK.       Description of requirements for the items to be acquired:     Requirement is for re-power of the Forest Service vessel, the Willwaw with two (2) Volvo Penta 330 horse power diesel marine engines.     The Willwaw is a 32 foot landing craft built by Peragrin Marine, Anchorage, AK in 1998.     Design is similar to a jet bowpicker.     It currently is powered by two (2) 4 cylinder Yanmar diesel engines coupled to 241 Hamilton Jets.       The date for delivery will be 30 days after receipt of order.     Shipping terms are FOB Origin.     The provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision, are as follows:     i.) Technical capability of item offered to meet the Government requirement; ii) Price; and iii) Past Performance.     Technical capability of item offered to meet the government's requirement and past performance when combined are moderately more important than price.     AGAR 452.211-70 Brand Name or Equal.     Full text provision may be found and printed from http://www.usda.gov/procurement/policy/agar.html .     Select AGAR through AAC 96-04.     All offerors must provide a completed copy of 52.212-3, Offeror Representations and Certifications, Commercial Items.     The provision may be found and printed from www.arnet.gov/far/.     FAR Clause 52.212-4, Contract Terms and Conditions, Commercial Items applies to this acquisition and includes the following addenda to this clause incorporated in full or by reference.     452.211-71 EQUAL PRODUCTS OFFERED (NOV 1996)     (a) Offerors proposing to furnish an equal product, in accordance with the Brand Name or Equal provision of this solicitation, shall provide the following information for each offered equal product:

FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items and the following clauses were selected as applicable to the acquisition:
