Synopsis:

The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled "Replace Steam Boiler Humidification System" at USDA-ARS-MWA, NSERL, W. Lafayette, IN. The project generally consists of replacement of the existing steam boiler humidification system with new electrical type. The scope of work includes, but is not limited to, the removal of the existing steam boiler humidifier installed air handling system and associated steam piping modifications; installation of new electric humidifier, and associated piping installations and associated electrical feeder; and selected repairs to the existing steam boiler and heat exchanger. The procurement of the project includes base bid and bid options. The period of performance is 150 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $25,000 to 100,000. SET-ASIDE: This acquisition will be procured as a full and open competition under the Small Business Competitiveness Demonstration Program. All responsible Businesses may submit an offer which shall be considered by the agency. The NAICS code is 238220 and the annual size standard is 13 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. Solicitation No. AG-5114-S-08-AA16 is scheduled for uploading on or about July 28, 2008. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. This will be the only opportunity to visit the job site prior to submission of bid. Sealed bids will be due by 2:00 PM on September 11, 2008. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
