Nature of Work/Contract Title: Recruitment for five statewide focus-groups.

Description of Work: The Minnesota Pollution Control Agency (MPCA) has contracted with the Department of Administration s Management Analysis & Development to develop and conduct focus groups of Minnesotans to provide data in support of the MPCA s efforts to increase participation at Household Hazardous Waste (HHW) facilities. These facilities take items such as paint, solvents, automotive liquids, and pesticides/herbicides. Often these liquids are poured down sewer systems or stockpiled in people s homes and garages; MPCA wants to find out the barriers people perceive to taking their HHW to facilities for safe disposal. Management Analysis seeks proposals from vendors to recruit focus group participants for the following locations in Minnesota: 1. St. Cloud 2. Bemidji 3. Grand Rapids 4. Marshall 5. Rochester Focus groups will take place beginning the week of January 14, 2008 and must be completed by January 24, 2008. The focus groups will take place from 6:30 8:30, Monday Thursday. No more than one focus group may be scheduled per day. Each focus group should have 10-12 participants. Focus group participants should reside in and represent the demographic mix of the region in which the focus groups are being held, respectively, taking into account gender, age, ethnicity, education level, and income. In particular, focus groups should include some rural residents as well as those who live in the selected cities proper. Management Analysis also will provide a screening question for participants directed at their level of environmental awareness and interest. Candidates on either end of a 10-point scale (completely disinterested or very enthusiastic) will need to be screened out of the participant pool. Participants also should include those who have never used a HHW facility as well as those who have been to one once in the past year. Focus groups will last for up to two hours, and the discussion will center on participants motivations and incentives to recycle HHW, barriers to recycling, and knowledge of recycling availability. The chosen vendor may request the focus group planning documentation if that would be helpful for recruitment. The vendor will be required to provide the incentive payments to participants by indivual checks to be delivered to participants by Management Analysis at the time of the focus group. Vendors should include the following information in their proposals: 1. A description of vendor s proposed methodology and quality control procedures for ensuring that participants are demographically reflective of the region in which they live. 2. A description of previous experience with recruiting from rural, suburban, and urban environments. 3. A description of the vendor s methodology for ensuring that recruited participants attend and participate in the focus groups. 4. Cost breakdowns (recruitment costs and amounts to be paid to participants as incentives) and billing method. 5. A timeline for organizing and confirming the focus groups. MPCA / Management Analysis responsibilities: 1. Management Analysis and/or MPCA staff will identify and contract for accessible, convenient focus group locations and meal / snack provision. 2. Management Analysis will conduct and document all of the focus groups. 3. Management Analysis will provide a script, subject to change per the selected vendor s recommendations, for recruitment purposes. This request does not obligate Management Analysis & Development to enter into a contract with any vendor responding to the request for bids. The state will only pay for work when completed and invoiced; it does not make advance payments. Please contact Donna Koren with any questions about this request (651/201-2277).
